However this is looking at it backwards as India remains a vibrantly young country even with the advances in longevity where much of India is close to age 70 years in longevity and advances in medical care and health are taking place at a rapid pace. Prime minister Boris Johnson says "it is crazy for us to go around trying to censor it." Saying that "people love our history and our traditions with all its imperfections. It is absolutely absurd."

Land of Hope and Glory is written by Edward Elgar, has the lines -

"By freedom gained, by truth maintained/ Thine Empire shall be strong."

Earlier decisions have come under strong criticism in Britain.

There is a sense that countries are better off recalling and affirming their history and traditions during the pandemic, so that people can have faith and hope for the future.

Prime minister's Modi's plan is laudable says this BBC report, but the record of implementation is spotty at best at the state level for such plans. The new plan announced in the 2018 Indian Budget is for a health plan covering 500 million Indians with 5 lakh rupees coverage, something never tried before but with a cost of a mere $1.7 billion is something that the country woefully lacked or neglected to tackle.

This plan may be better implemented at the national level, and particularly where the reputation of the governing party and its plans for industrialization are at stake in the coming year's national elections. If accomplished and the Modi government is eager to take on these challenges it would be a significant step to balanced and overall development of the Indian economy.

The NYT's look at the televised debate between Macron and Le Pen for the presidential election. Macron has this to say in closing about Le Pen's shelving her plans for exit from the European Union compared to her position in the last election. "It's a project that doesn't say its name but entails leaving the European Union. I'm not lying about the goods, you are lying about the goods." Macron says Le Pen is being disingenuous about this, arguing that by reducing French contributions to the Eu budget and by ignoring fundamental rules of the EU such as freedom of movement and the single market, that would lead to a de facto exit from the European Union for France. One of the key questions is what would she or some other candidate such as Mr. Melenchon done differently than Mr. Macron- For the once in a century pandemic? Macron is not faulted by any one for the work done by two prime ministers he appointed for the task. What would she or some other candidate done differently for today's surging inflation, considering that it is happening worldwide? Are their aspects of France's welfare state, and her economy and the currency that are better protected under the European Union than in a situation of de facto exit. The absolute power in the French presidency is something that happened after a weak system of prime ministers and coalition governments in the period between the two wars, and that power used wisely enabled De Gaulle to take decisive steps  over a decade for France in the post war modernization of France. This was a problem for Melenchon with his calls for a new Republic and a new constitution. Yet many of todays problems of decaying communities and once prosperous industrial towns in decay in the north, northeast and the south require a next generation industrial revolution to bring manufacturing back to France and back to the European Union, and large scale investment in France, as is happening today in the US which is confronting the same problem.    ...

It comes as India itself is looking at buried memories in new ways and nowhere more than today in Uttar Pradesh, where Atal Bihari Vajpayee, a poet and leader, set a new tone in his poetry and in "Kadam Milake Chalna Hoga." For the British, or American reader it is way to look at the language and culture of India in a new way that buries the distance the British kept from the local language and culture during the days of the Empire. Walz was teaching English and American history at Foshan No. 1 High School as part of a Harvard University volunteer program. Walz says it is one of the best things he has ever done, and gives him a unique insight into China and the Chinese people. Tim Walz was fresh out of college when he joined the Harvard volunteer program to teach in China in 1989. One Weibo user reflected the sentiment on Weibo- Walz's "unique background gives him a real perspective on China", and he could "promote cultural exchanges between China and the United States at a time when... relations are extremely difficult". China was different back then somewhat where India was in 2014, a largely agricultural economy beginning its transformation into an industrialized nation like the US, Germany or Britain. Walz told a local newspaper inthe US when he returned-  there are "no limits" on what the Chinese could accomplish "if they had proper leadership". "They are such kind, generous, capable people," Walz said. Walz encouraged cultural contacts and educational trips after he returned. The latest news from Catalonia ahead of the Dec. 21, 2017 election shows a hugely divided region in Catalonia, as prime minister Rajoy of Spain campaigns in Barcelona. The head of the left wing ERC party which is likely to win the largest share of the vote according to a poll in newspaper La Vanguardia was arrested along with fired ministers in the Puigdemont government. This time unlike the 2015 election ERC party says it will not join Mr. Puigdemont in a single pro independence bloc. Mr. Puigdemont is in exile in Brussels after declaring independence for Catalonia. Barcelona's mayor Ada Palau who won in 2015 on a platform showing support for people who suffered after the financial crisis and real estate meltdown, says she does not support the independence movement. Palau says Mr. Puigedemont and others "tricked the population for their own interests." She is critical of the way prime minister Rajoy handled the crisis including invoking Article 155 to dismiss the elected government for new elections. Palau has broken the pact with the Socialist Party. This shows a fragmented and divided population when it comes to independence. This BBC report says about half of Catalans today do not support independence for a complete break with Spain. ...

About 600,000 immigrants entered Italy from North Africa and other regions creating anti-immigration sentiment that shifted support to Five Star and the right wing Northern League under Salvini, which had broadened its appeal from its local base in Milan to all of Northern Italy under Salvini, 44 years old. The Northern League won in most of Northern Italy and with the Forze italia of Berlusconi won 37% of the vote. A coalition of Five Star and the Nrothern League would bring together 2 Euroskeptic parties. ...

By drawing a comparison of China's aggressive flights close to Taiwan to the invasion of Ukraine, president Biden brings clarity to the US position on Taiwan. He says in Tokyo during his Asian trip that China "was flirting with danger" through its aggressive posture on Taiwan. President Biden made his remarks during a press conference with prime minister Fumio Kishida of Japan in Tokyo. This is what the BBC says about his remarks-  The US president began the press conference by directly linking the China-Taiwan situation to the Russian invasion of Ukraine, saying that the Russian president was "attempting to eliminate the identity of Ukraine." If there was rapprochement eventually between Ukraine and Russia and sanctions were not sustained, "then what does this signal to China about the costs of attempting to take Taiwan by force?" "They are flirting with danger already by flying so close and all the manoeuvres they are undertaking," Biden said, referring to increasing reports of Chinese warplane incursions into Taiwanese airspace. This suggests that the Asian trip of president Biden is bringing with it America's new Asia policy of building strong economic and defense partnerships in Asia. The US president also looks beyond today's conflict in Ukraine to an eventual rapprochement and end of sanctions as a possible scenario in Europe, and sees Asia as the region for America to build new supply chains that strengthen America and its partners, with a new partnership being formed with India, Indonesia and Vietnam, and with other ASEAN nations. In a way Biden and Republicans see the challenge from emerging powers in Asia as similar to the one from Japan in the thirties and the eighties, to be met with the combined economic strength of the US and Europe.  ...

Washington Post reporters Clement and Gushkin with research and polling experience at Pew Research Center give the results of the Post-ABC News poll taken before the State of the Union 2023 address by president Biden. It shows what president Biden has said about his  investment spending of trillions of dollars in America's crumbling infrastructure, in new manufacturing for chips, advanced technologies, R&D, electric charging stations, EV vehicles, renewable energy. "Folks we are just getting started." The investments are taking place quickly because today there many projects ready for investment. Yet it takes time for the manufacturing plants to be built, new expressways and bridges to be built. The poll shows not enough people know- only a third of people know about two thirds do not know. That Mr.Biden is aware of this is apparent. He says-"It is one thing to have passed it all- now we have to make sure we're on it every single day. Not a joke." And on Jan 26, saying "Implementing it so people can see what we've delivered and give it to them directly."  This is why president Biden used his State of the Union address to make the points directly to the American people. This is also seen in his recent speech to a union audience when he told workers- Mr. Trump used infrastructure as a punchline, Biden turned it into a decade only headline. Creating well paying jobs and doing this while cutting the deficit by trillions of dollars. There are differences between the governors of 10 worst hit states and the president of the U.S. on when to reopen the economy. The seven on the East Coast including New York, New Jersey, Connecticut, Massachusetts, and three on the West Coast including California and Washington, all but one have Democrat governors and want to wait beyond May 1, till it is believed to be safe to reopen.190,000 of the 592,000 infected cases and over 10,000 of 25,000 cases of deaths are from New York alone. This is as though a third of the problem is in one state. The feeling in New York is that it should be the last to reopen, other states can go first in the middle of the country. The position in the U.S. Constitution is for states to maintain public order and safety. This was the basis of the president's position to work with the governors and continues to be the case, though there is pressure from economic advisers to the president to reopen earlier balanced by the opinion of health experts around the president.  Some states are taking action to reopen because the virus has not severely affected these states. President Trump says it is for governors to decide what is best for each state in consultation with the federal government. The U.S. government would step in if a state is taking risky action with the coronavirus. On the issue of whether the president could have acted quickly in February following his decision to stop flights from China and set up quarantines in January, the BBC has this to say. Dr. Fauci, the president's respected health expert was one of many public officials who did not see the magnitude of the crisis evolving with lack of good information from China. BBC North America Editor Jon Sopel cites Dr. Fauci's comments on February 13- that the coronavirus danger is "just miniscule" compared with the "real and present danger" of flu. As it happened the president acted alone in his sense of the danger from the outbreak in China through incoming flights and not relying on others. Here is what the situation of each country on reopening is- India -  has extended the lockdown to May 3. France - has extended the lockdown till May 11. U.S. - has extended the lockdown to May 1. States are taking the responsibility. UK - continues lockdown restrictions till May. The French president Macron had a simple answer to the question " when will we be able to get back to a normal, prior life?" Macron said "Quite frankly, humbly, I have no definitive answer to that." Some nurseries and schools will reopen May 11. Not restaurants, hotels, museums and theaters. By May 11 France will be able to test and quarantine anyone with symptoms and general public masks will be available to all. This is what Dr. Fauci in the U.S. also wants to see before being able to reopen, that testing and tracing, isolating, procedures be efficient and reliable. ...

The optimism centers on the new investments in the business leading to new hiring for Buzz Feed, Washington Post, and other organizations, the access to news media on the tablets and the smartphones, the new ways and tools used to reach a younger demographic, on line video clips on the digital websites which are drawing users away from the news cable networks with viewership of Fox, CNN and MSNBC declining 11%. Six of 10 adults watch video online and half of them watch news videos. Interactive data presentation is popular. Younger people of highschool or college age get news on Facebook and social media networks, another way of consuming news information. Especially useful are results of the Pew Center's research showing 68% of American adults connect to the internet on tablets or smartphones, and 31% of tablet owners telling Pew they were taking out more time for news information. The tablet is particularly well suited for news information, and as lighter, thinner, easier to hold and fit into a pocket tablets are designed at lower prices, this trend is likely to get stronger....

He says the divisions over Brexit which led to a vote at Labour's conference to negotiate a new deal with EU and put it to another referendum, clearly did not win the election. Reflecting he says he did his best with an expanded level of membership for Labour party, and shifting the party to an interventionist economic policy that was anti-austerity investment led economy. He made his share of mistakes says Corbyn, as he was just human. And urged new Labour party leaders to spend time listening to people in all parts of the country, and recognize the strengths and good in the people.  ...

This Indian religious festival draws tens of millions every day to ancient cities Prayagraj, Nashik, Hardwar, Ujjain, on sacred rivers Ganga, Yamuna, Godavari and Shipra. It happens every 6 years as half Kumbh. The Mela or gathering in 2025 is in Prayagraj on the Ganga, Yamuna and Saraswati river waters where they meet. It is the Maha or great Kumbh Mela that happens once in 144 years. Much preparation went into the gathering by the Indian government and some estimates of the total over 45 days are 600 million religious devotees seeking a bath in the holy river.

Surprising as it may sound, India's independence in 1947, did not get the attention one would expect to see for a country with the second largest population in the world. Europe was still recovering from the Second World War and the cancellation of the debt of Italy made the biggest headline in papers such as the Chicago Daily Tribune. Its title was - Mountbatten named new Governor of Hindu India, Punjab riots rage 250 dead. A misperception as Nehru and Sardar Patel were the leaders of independent India, as prime minister and deputy prime minister. In fact the biggest headline in bold was that -Population was up by 9 million with California surpassing Illinois. A Kipling type picture complete with tigers and cobra was put alongside a departing British ship, adding to the ignorance about India.  The Washington Post title was much better- India achieves sovereignty amid wild rejoicing. But it competed with a Soviet threat on the Balkans, Mercury heat wave hitting 96 degrees, and Truman predicted victory in 1948. The New York Times headline was- Two Indian nations emerge on world scene before a map of India. And another headline India and Pakistan become nations, Clashes continue. Alongside were headlines about a price gouging inquiry from president Truman. To this day the coverage has not changed much with the NYT not truly recognizing the aspirations of the Indian people for a standard of living comparable to the western nations, the papers like the Tribune not having any conception of India except in a vague misguided way. And papers such as the Washington Post only somewhat better. None of the western media, much less the BBC, have any conception of the aspirations of the Indian people for a quality of life and the industrial infrastructure that would be comparable or exceed other countries in Europe or that of America.     ...

In 1931 when Mohandas Gandhi visited England for a Round Table Conference to discuss self-rule he was invited by the Davies family to Darwen. The enthusiasm of the workers in Lancashire for Gandhi can be seen in this report in the BBC about that visit. Gandhi's sympathy for the workers and the common feeling of support can be seen from this account of the visit by Darwen's local historian Mr. Heys. Gustan Green was 10 years old in 1931 when she met Gandhi. She said "My father said I want you to see Gandhi, then in the future you can say that you witnessed that brave man. I stood by this door into the works that was my first sighting of Gandhi. He looked down at me, stroked my hair, grinned and walked away. He never said a single word." Gandhi's sympathies were with the workers. Gandhi said "They treated me as one of their own. I shall never forget that." ...

The main idea of these changes is to bring in younger ministers and give them 3 years of experience before the next parliamentary elections, and to replace ministers who have not accomplished much. Some appointments such as the civil aviation ministry went to persons who supported the state government in Madhya Pradesh, and similar appointments for Bihar. A Dalit leader Virender Kumar is the new Social Justice and Empowerment minister, and this is a way to increase the support in the OBC or backward caste communities which get greater participation.     ...

Britain's general election results show Conservatives losing their majority in parliament. Conservatives gained 318 seats, but only because voters in Scotland voted tactically for Conservatives to avoid Scottish independence, leading to 19 fewer seats for the Scottish National Party. Labor gained seats in England and Wales. The Liberals added 3 seats. The final tally was Conservatives 318 seats, Labor 260 seats, Scottish National Party 35 seat, Liberals 12 seats Democratic Unionist Party 10 seats, others 13 seats, UKIP 0 seats. Conservatives can form a government only by joining with the Unionist Party based in Northern Ireland to have the 226 seats for forming a government. This election creates questions about the whole idea of Brexit, as a majority of the voters supported Labor, SNP and Liberal Democrats, with a total of 50.4% of the vote, according to BBC, for parties that did not see Brexit as the priority for Britain. Labor 40.0%, SNP 3.0% and LD 7.4%. By contrast UKIP, Conservatives and DU, pro-Brexit together had total of 46.1% of the vote. Any Conservative government is likely to be weak, and according to this report in WSJ may lead to new elections by the end of the year. The high turnout of 69% shows voters wanted to send a message about their doubts on Brexit. A Labor government cannot be ruled out. ...

Full time workers in Sweden have the right to take leave for 6 months to do something they want to do, including starting a new business. This includes taking care of a relative or study leave. Workers can come back after 6 months to resume their old job. Employers cannot say no except for special reasons.  This leave has the support of employers, unions and the government. In Sweden's unique culture which emphasizes work-life balance workers taking 6 month leave of absence can get back to their old jobs smoothly.  In Sweden it is very hard to fire an employee who is permanent. So that once an employee has permanent status there is very little incentive to leave to do something else. The 6 month leave option lets workers try out something different or start a business without incurring career risk in addition to financial risk. Workers are more comfortable venturing out when they know they can come back to their old job and are not risking their careers. This BBC report shows profiles several new business owners who took 6 month leave to start a new venture they were passionate about. The way this happens is that an employee first tries out an idea in his spare time while he works full time. When he is comfortable making the move he can take the 6 month leave to devote time to it full time. Experts say Sweden is the only country in the world to give this right to leave to start a new business. In 2017 175,000 people took this leave compared to 163,000 in 2007, according to Statistics Sweden. During this period registration of new companies shot up from 27,000 to 48,000. ...

On spending the Office of Government Efficiency is not a department and Vivek Ramaswamy age 39 years lacks experience in administration, cost cutting. Elon Musk has cut costs at Tesla and Twitter but has no experience handling budgets of agencies. Trump has promised more spending. The cost cuts would be the opposite of what he promised if it cuts essential programs not for efficiency but for viewpoint.   ...
