The sense of conflict in China and US relations may not have developed in the shaping of Xi Jinping's thinking till the emergence of Mr. Trump. Jinping comes into the China shaped by Deng and Zemin after the collapse of the purely Communist experiment with modernization without access to western technologies and capital, and the experiment with American help. It is only after the realization that the Communist party had lost its sense of purpose in these years leading to the Bo Xilai episode, and the rhetoric of Mr. Trump against China, that the idea of first friction and then conflict emerged. The initial idea for Jinping before Trump was that this has worked for China- the experiment with the cooperation of the US in modernizing China. Trump's rhetoric and the Republican party's rhetoric about China stealing American jobs and technology after 2015 may have been targeted to win the election but it had an unintended effect after the tariffs of shaping Jinping's thinking about the future for China. Between the Bo Xi Lai episode in 2012 when it appeared he would be attempting to manipulate the Communist party's direction in unknown and unpredictable ways, Bo's trial in 2013 and the anticorruption campaign and the 2015 election campaign of Mr. Trump in the US, there must have been much soul searching in the party that shaped Jinping's thinking about the future for China after all the tumult of the 20th century starting with the Boxer rebellion in 1901. Stability is highly prized in China particularly for modernization. This perspective is important to grasp for world peace to be preserved with different coexisting perspectives about the world based on national as well as shared interests in issues such as climate change. US after its own disastrous experiment with capitalism that led to widening inequality of the kind not seen since Lincoln in the 1850's, the 2009 crisis, and the shift of jobs to China under a purely capitalist idea of how economies should function, had its own national interests in jobs, local manufacturing and Made in the USA. Once this process was underway after 2016 and grasped by president Biden after 2020, and supply chain reconstruction made the goal after covid, the US and China were on divergent economic and political paths.   That rethinking by Xi Jinping is not over as it may still be going on. The war in Ukraine may even convince Jinping and China's No. 2 leader Li Keqiang who studied the US constitution and American urbanization under mentors when he was in college, that Russia's prolongation of the war in Ukraine does not serve the interests of China. That risking relations with the European Union as Russia prolongs the war and finds itself in the complex problems of  a war it started, is not in China's interests in setting its own course for the future. ...

The WSJ report says not every attendee was tested for coronavirus.  The WSJ also says this was an unprecedented use of the White House as the lectern for the president was set right on the South lawn facing the White House. The speech was followed by a performance from an opera singer and a fireworks display over the Washington Monument.

Elizabeth Warren has announced a plan to invest $85 billion in fiberoptic infrastructure to bring faster internet speeds for broadband service in rural areas of the U.S. which are poorly served. The Trump administration has recognized this for rural areas which is its support base. Trump's broadband efforts have mostly tried to remove barriers to investment. The FCC proposed its own $20.4 billion fund to expand rural internet service over 10 years using federal service fees for funding. Warren's plan by contrast is to provide 90% of the cost for construction of public fiber optic networks. Its part of a plan called "My Plan to Invest in Rural America." It includes investment in rural health care centers, and annual payments of $15 billion to farmers for adopting environmentally sustainable practices. Warren would fund this with a 2% annual tax on wealth above $2 million, and a 1% additional tax on wealth above $1 billion. In the U.S., Germany and other countries after years of neglect infrastructure is getting top priority.   ...

The girl Brennan Leach, asked Hillary Clinton, how Mrs. Clinton could help girls understand that they are much more than their looks. Clinton told the girl that "many women online were being bullied," and that this had to stop. She told the largely female crowd in Haverford gym that "Lets be the best we can be. Lets be proud of who we are."  The girl Brennan had lost a friend to suicide last year, and was especially concerned about the effect on girls of bullying at a period of middle and high school, which is a sensitive time for girls growing up. Trump had made many disparaging comments about women during the entire election campaign in 2016, without the kind of media sense of shock that one would have expected for such comments during previous moments in American history. ...

Paul Krugman says in this column in the NYT that Biden's policies for trade reflect a stronger conviction for protecting American technologies and building its manufacturing base than previous administrations including the Trump administration. With less rhetoric and with quiet determination Biden has placed American domestic manufacturing as a requirement for renewable subsidies for new electric vehicles manufacturing and sale in the Inflation Reduction Act. In the Chips and Science Act Biden has placed US semiconductor technology promotion and manufacturing at the core of the Act. Krugman says this was the right thing for Biden to do. The renewable subsidy comes from ordinary Americans paying taxes who would benefit most from new jobs created in the electric vehicle industry. China has gained such a big lead in semiconductor chips manufacturing and materials by supporting its industry, that it is the right thing to do to give American manufacturers the same kind of support. Woman and better educated suburban people supported Nikki Haley. By contrast rural less educated went to the former president. What happens to these Haley supporters is important in 2024. Many are conservatives yet they are not finding a home in the new Republican party that has shifted from what it was before to look very different from before the 2009 financial crisis. The gradual disappearance of manufacturing in America as it was shipped overseas and the damage to communities built around it, the neglect of rural areas, the spiralling cost of healthcare, were already ripping apart the social fabric, only to be hit with the 2009 financial crisis from banking mismanagement and greed. In this desolate isolated border region America's future is being decided- Biden being the only Democrat since Harry Truman in 1948 to take Arizona and by just 10,000 votes. There near Nogales the border wall Trump built ends abruptly at the Kelly ranch in a picture shown in this report. Rural Santa Cruz County is except for migrants a solitary and quiet place along the border. Mr. Kelly moved here in 2002 and runs more of a hobby ranch unlike the bigger cattle ranches in the area. Migrants make their way through this part of the border and the Kelly ranch. In the most recent episode a migrant is shot and Mr. Kelly reports the shooting to police. Healy looks at the lives of the rancher and the migrant to give a snapshot picture of what life is really like on the border. And the different sides of the story seen from the rancher's and migrant's situation.  A border area where in a vast dry mesquite region ranchers on the Arizona side live alongside Mexico with people facing high unemployment where people are looking for work and choose to take the risks of crossing the border illegally. Crossings that are made at points on the border wall that end in canyons and riverbeds where migrants and their smugglers make their way. It affects the lives of the ranchers and the migrants in many ways. Ranchers who are in isolated areas- the Kelley ranch is 170 acres- feel isolated and vulnerable as they see a threat in the network of smugglers sending migrants across the border. This is also where the future of America is being decided. After the overconcentration of manufacturing in China, there is the border with Mexico, two regions that have little to do with each other but determine politics and emotions in the US about workers, about migrants and about borders. By understanding both sides of the story president Biden became the first president since Harry Truman to win Arizona in the presidential election of 2021. He won it by just 10,000 votes with a recount showing about 360 more votes. Without Arizona and Georgia both won by Harry Truman in 1948 Biden could not have begun the process of tackling the major issues facing America in 2021. Judge Engoron of the New York State Supreme Court is the rarest of judges in his style, demeanor and use of everyday expressions. He was a cabdriver and a music teacher and more like everyday people in America.  NYT shows the 92 page legal decision in which Judge Engoron sets a fine of $355 million in the civil fraud trial of Donald Trump. Engoron cites a poet and uses rare language in his everyman style, saying: "The English poet Alexander Pope (1688-1744) first declared, “To err is human, to forgive is divine.” Defendants apparently are of a different mind. After some four years of investigation and litigation, the only error (“inadvertent,” of course) that they acknowledge is the tripling of the size of the Trump Tower Penthouse, which cannot be gainsaid. Their complete lack of contrition and remorse borders on pathological. They are accused only of inflating asset values to make more money. The documents prove this over and over again. This is a venial sin, not a mortal sin. Defendants did not commit murder or arson. They did not rob a bank at gunpoint. Donald Trump is not Bernard Madoff. Yet, defendants are incapable of admitting the error of their ways. Instead, they adopt a “See no evil, hear no evil, speak no evil” posture that the evidence belies." And calling it "this is not the defendent's first rodeo"- "In considering the need for ongoing injunctive relief, this court is mindful that this action is not the first time the Trump Organization or its related entities has been found to have engaged in corporate malfeasance. The new data security law that went into effect Sept 1, 2021, limits the amount of sensitive information China will share with foreign companies, and investors. All data related activities are subject to government oversight says this report in WSJ, including collection, storage, use and transmission. Companies in China now are reluctant to share information.  Because the law is ambiguous about what is sensitive information this makes companies more reluctant. The result is a China that is more opaque than before. It is driven by antagonism in the US over the effect on American workers of manufacturing and supply chains shifted to China. The response of the Chinese government is to turn the country inward, looking to self sufficiency, data security, and an environment that looks at foreigners with suspicion, says this report in WSJ. The pandemic has increased this view of foreigners in China, after China's experience with a deteriorating trade relationship with the US. Xi Jinping has not left the country since the pandemic started in January 2020. China has also seen an alarming drop in passengers going overseas or coming into China from 50 million in the first 8 months of 2019, to 1 million in the first 8 months of 2021, a drop of 49 million passengers, according to data from the Civil Aviation Administration. Government directives are to minimize foreign travel as a result of the pandemic. People in the US see the operations in China of companies such as Apple and now Tesla as a sign of how well the system of international cooperation is functioning without realizing that these companies never had the understanding of the history and culture of the country after two centuries of struggle against colonialism. When the situation takes a different turn as it has after Mr. Trump raised the issue of American workers and loss of manufacturing, and after the pandemic created unexpected distrust, there is very little these companies have to offer to keep the relationship between two of the world's population blocs, between North America and the closely related population of South America, with the people of China, a billion people on each side. This shows that the relationship cannot be left only to the business and private sector driven by profit and business interests, that all sections of the population in China and in the US need to be involved for a stable relationship with ongoing human and cultural contacts at all levels. ...

 President Trump says China is backing off in negotiations to address U.S. demands for a fair relationship on trade. He says the U.S. will increase tariffs from 10% imposed in September 2018 to 25% on $200 billion of Chinese goods starting May 10, 2019. China has put tariffs of 10% on $60 billion of American goods exported to China responding to the American tariffs in last September.  The U.S. says since China joined the World Trade Organization in 2001 with the approval of president Clinton it has unfairly benefited in trade with the U.S., leading to closure of factories and loss of jobs in the U.S. with state subsidized Chinese exports to the U.S. contrary to the spirit of the WTO and its rules. China has made promises to correct this and not kept them says the U.S. side in negotiations led by Robert Lighthizer. The tariffs moves are a tactic of president Trump to get China to relent and make fundamental changes in the way it exports to the U.S.  So far the Chinese response has been tit for tat. But this can change. As this report points out what is already known that China benefits far more and exports far more to the U.S. than the U.S. does to China. The $60 billion of American goods exports on which China placed tariffs represent two fifths of China's imports from U.S. With smaller exports from the U.S. to China, China has not much leverage in trade negotiations in this kind of tit for tat retaliation. It hurts China's exporters and economy much more than it does U.S. consumers. The increase in prices for U.S. consumers are also not expected to be significant, according to this report in the NYT, if China increase tariffs further. Aware of this and China's belief that past administrations have not responded is a guide to what the Trump administration can or will do, has convinced president Trump that there is no other way to get a fair trading relationship that respects U.S. interests, its jobs and workers. As Robert Lighthizer who leads the U.S. negotiating team faced this type of response from the Japanese when he negotiated with them (shoving off U.S. demands to reduce Japan's trade surplus in the eighties before accepting them), the U.S. thinks this strategy will work again. In any case it sees no alternatives to achieve its goal of a fair and balanced trading relationship. The U.S. international trade deficit in goods was up to $891 billion in February 2019 even after the tariffs on Chinese goods in September, showing that it will take a lot more to turn this as well as other trading relationships around.   ...

WSJ reports that the former president's supporters will rally to his side but swing voters might be repelled by this latest legal controversy including the context in which it happened that of a sordid affair. Mr. Trump built his support base out of two mistakes of president Obama, his neglect of rural America, and neglect of American manufacturing. When this retaliatory move suggested China was not willing to consider US arguments that it only wanted a level playing field from China with it's complex system of non-tariff barriers against US imports, DJT added another 50% tariff saying that if China did not withdraw its retaliatory tariff on April 8, US would go with another 50% tariff on April 9. Mr. Trump told Irish prime minister Leo Varadkar at the White House he is disappointed with the way Brexit has evolved in the three years since he supported Brexit during the election campaign. Trump said "it is tearing the country apart. Its actually tearing a lot of countries apart."  After a series of votes in the British parliament Trump told reporters he gave May some negotiating advice. "I gave the prime minister my ideas on how to negotiate. I think she would have been successful., she did'nt listen to that." So what happened? What advice did Trump give on negotiating? There are only some hints on this. Theresa May told the BBC in an interview after Trump's visit to London in July 2018- "He told me I should sue the E.U. -not go into negotiations., Sue them."  Trump made a prediction a day after the referendum to Leave saying "the E.U. is going to break up." This was at the time of the financial crisis in the European Union with problems in Greece, Spain and Portugal. Since then the economies of these countries revived. Spain has 3% growth for three years even though it faces fresh elections. In his 2000 book "The America we Deserve" Trump pointed out his sense threat the U.S. should pull back from the E.U and save millions of dollars annually. In recent years he has suggested that the E.U was "a foe"  and "it was formed as a consortium so that it could compete with the United States." The problems in Europe happened in the period 2016-2018 with divisions emerging on the issue of immigration. This wave of immigration was a result of Arab and African conflicts and lag in Africa between development and the rapidly rising population. Chancellor Merkel was ill prepared to handle this wave of immigration and in retrospect her policy did little to address the roots of the problems of immigration from North Africa, a policy later adopted when popular support for immigration of this kind and scale declined. It affected the vote for Brexit playing into deep seated doubts about the benefits of EU membership in parts of Britain.  Mr. Trump supports no-deal Brexit which was defeated by large margins in the British parliament and lacks support across all parts of society, business and political parties in Britain. Trump own sense that Brexit has divided many countries and his dialogue with the Irish prime minister must show an awareness of the views of Ireland about the hard won peace and E.U. borders in Ireland.     ...

For the first time in decades the U.S. trade deficit with China is falling significantly. China's exports to the U.S. dropped 12.5% to $296 billion in 2019 from $323 billion in 2018, according to Chinese customs data. Actually China's trade surplus with the U.S would have fallen even more had not the U.S. exports to China declined by 21%. With the Phase 1 trade deal negotiated recently U.S. exports to China will increase significantly, while 25% tariff on $250 billion in Chinese goods still in place limits China's exports. This means in 2021 and 2022 and years ahead China's surplus should shrink much faster achieving one of the principal goals of Mr. Trump and his trade negotiator Mr. Lighthizer. Mr. Lighthizer was chosen by Mr. Trump for having accomplished a similar goal decades back in the eighties with Japan's surplus. Even though China has not stated this in writing, American officials have said China will increase purchases of American goods and services by at least $200 billion over the next 2 years from 2017 levels. China and the U.S. have essentially agreed that the two economies so tightly intertwined works to the detriment of the U.S. with the Chinese surplus creating tensions. China will now have the European Union as the largest trading partner followed by south east Asian countries, and other regions. China decided that its priority is technological development and was unwilling to meet U.S. demands to reduce its efforts for technological competition and access to western technologies. Instead opting for shifting it economy away from dependence on exports to the U.S. in a gradual way. The other demand of the U.S. for stopping state subsidies is also a concession China is not willing to make as it sees it as an economic feature of its business model that is working and a competitive advantage.  This leaves the U.S. with a limited win so that trade and resulting jobs can be brought into favoring the U.S. a key Trump goal, and not a win in the technological competition with China which will continue. ...

The Washington Post points out that the selection of the team with many hedge fund businessmen including John Paulson, who bet against faulty mortgages before the 2008 financial crisis, is at odds with his criticism of Hillary Clinton for her contacts with Wall Street and his message of not having any connections with Wall Street so that he could better represent the interests of ordinary Americans- people hurt by the 2008 financial crisis with the high jobless rate for older white men. In the 2008 election both candidates John McCain and Barrack Obama were shown in media articles to have connections to lobbyists for Fannie Mae and Freddie Mac. In the 2012 election Mitt Romney as a private equity executive at Bain, was a part of the financial industry. This time in 2016- after all the noise and tumult about who represents Main Street- is no different for Trump and Clinton's connections to the financial industry. Only Clinton has to respond to the movement within her party from Bernie Sanders for providing a genuine example, and breaking with the past. The team of economic advisors put together by Jeb Bush led by Glenn Hubbard may be little different in substance than the one put together by Trump in its connections to the financial and real estate industry. The only person who took on the financial industry to fight for homeowners interests shown in Lyrarc since 2008 is Sheila Bair of the FDIC, a Kansas Republican. She could truly represent the interests of working class and ordinary Americans simply from a notion of fairness that  is so much a part of the American experience. Yet she has said running for office and fund raising in the way it is practiced today makes the thought too difficult to accept. Recent developments do not offer encouragement. Obama's retrenchment has also led to differences in policy, with Leon Panetta and Hillary Clinton believing the pendulum has swung too far in the opposite direction, as shown in LyrArc's coverage.
