Hit hard by the pandemic the people of Argentina, Brazil, Chile and Mexico are showing less vaccine hesitancy. This is enabling this region to catch up with the US in vaccinations. The difference is that people trust vaccinations. About two thirds of people in Chile and Uruguay are vaccinated. Supplies of vaccine are coming in from US, UK, Russia and China. Brazil is now doing 1.5 million vaccinations a day, compared to 750,000 in US daily. This report says that on a per capita basis taking into account the populations US is currently vaccinating at half the rate of Mexico and a third of the rate in Peru and Colombia, Argentina. With 8% of the population Latin America had one third the deaths making vaccination urgent and essential for this region. People are taking the threat of Delta variant seriously in the region. Astonishing as it may sound after all the publicity of deaths in Brazil this report in WSJ says 88% of people in Brazil want to get vaccinated, while 67% say this in the US, poll from Ipsos. Kamala Harris laid out her economic plan for Cost of Living Action at a rally in Raleigh, North Carolina. This includes action to restrict price gouging, excessive prices of supermarkets for groceries. It includes restricting rent increases to 5%, a first time home buyer help with down payment of $25,000, and a child tax credit of $6000 per child.

"Your salary should be enough to provide you and your family with a good quality of life … such as, no child should have to grow up in poverty. Such as, after years of hard work, you should be able to retire with dignity, and you should be able to join a union if you choose.”

This WSJ editorial on Joe Manchin's role in aggravating child poverty cites a University of Chicago study "that child poverty would fall only by 22%" after considering decline in employment from the Biden child tax credit, as if this was OK. It argues against "hooking more families to income transfers" and this itself looks callous during the pandemic. It says faster economic growth is the best way to reduce poverty which is what Mr. Biden is seeking. It also says child poverty dropped in the Trump term in office from faster growth citing a Pew Research survey, yet ignores the effects of the pandemic that worsened poverty, child poverty and deep poverty, bringing back the need for government to play a significant role in building both growth in the economy and fairness for families and workers in a way that restores the credibility of democracy in America.

This years pension hike of 5.35% in Germany is being completely eaten up by the inflation of 5.1% leaving pensioners in the same situation as before after many years when no adjustments were made. The catchup factor for meeting cost of living changes and inflation was put on hold by chancellor Merkel in 2018, another way social goals were not met under Merkel while infrastructure and child care were also neglected. Only now under a SPD Greens coalition are these problems of falling standard of living being tackled.

China follows Japan in the proportion of its elderly population at a similar juncture in its development. A paper from Japan's Research Institute of Economy, Trade and Industry pointed out that the proportion of child and elderly populations in China as of 2020 was similar to Japan's in 1990. China reached that inflection point faster with fertility rate falling from 2.74 to 1.28 in a 4 decade period, while Japan's fell from 1.75 to 1.29. That paper also shows India's proportion of child and elderly population in 2020 was similar to China's in 1980 when its economic boom took off. The overconcentration of supply chain in China is now being addressed by business in US and Europe after the pandemic showed its weakness. Prime minister Modi says this overconcentration has hurt even and balanced development worldwide.

Johannes Klaebo does 50 kms crosscountry ski in 2 hours 6 minutes 45 seconds- Milan Cortina Olympics 2026. Only American speed skater Eric Heiden Lake Placid ,NY Olympics 1980, comes close to Klaebo's persistence and composure in event after event, race after race. Britain is a NATO country expanding trade with China while being strident about Russia. Germany has over two decades built economic relations with China through a period of Russian attacks on Ukraine including the Scholz administration approving China's stake in the port of Hamburg. India has been singled out by the EU and US, and by DJT with high tariffs while Britain and Germany carry on expanding trade with China. DJT believes China's support has emboldened Russia in its policy in Ukraine including pausing peace negotiations.

DJT says time is on their side to negotiators so that the blockade on Iran will remain till a deal is made that cover nuclear materials. US blockade of Iran in force till a deal is reached as final deal will require going beyond Memorandum to nuclear materials -this is the situation on May 24 2026. Mediators Pakistan and Turkey have only got as far as getting a Memorandum- a written document of intentions not actions taken on nuclear materials- while all the time the IRGC Iran says nuclear is not included. What explains this? There are now two factions inside Iran that are the IRGC and the elected president of Iran, one not as committed to nuclear weapons as the IRGC at the cost to the people of Iran and the nation's economic future. This war has proved that while oil producing countries are causing great damage to their economies and productive potential- this includes Russia, Iran and Saudis-the world is moving on its goal of reduced dependence on oil followed by fossil free future in 2 stages. By the first stage if modernization does not take place in the Middle East it will lose forever the opportunity to modernize infrastructure and fall behind other countries including China, India, Brazil and other nations that have made the shift.  ...

Mark Tully BBC's voice in India, a child of the British Raj born to a British mother herself born in India, covers India after Independence 1962-2020. He opposed the BBC's centralization culture in 1994 with Tory emphasis on management methods saying it was an attempt to make the BBC the best managed broadcasting institution instead of the best broadcasting institution in the world. He was for modernization and improvements but thought Tory methods were haphazard and destroyed the spirit of the BBC under management of the time. He covered India at atime when there was avast Indian audience for the BBC and a vast Asian audience for the BBC for its broadcasting reputation and the spirit of the BBC. Some of this is missing today.

Angela Merkel said that contact tracing was "above all else" in importance in tracking down infection chains. Apps would not work in Germany because tracking movements and recording information is a sensitive subject in Germany with its history of communism and fascism. Germany still did it but very early on adopted a low tech way that so far is working. Staff from provincial administrations have shifted to do contact tracing work as other work is slow or suspended. Volunteers also have taken up the work. Germany's goal is 5 contact tracers for every 25,000 people- or about 16,000 for a population of 83 million. All the contact tracers have is the phone and a central database of information on the desktop computer as shown here in this report in the Washington Post. There is no advanced technology or software.  Most important say experts is social skills - to talk to people in a way that makes them feel comfortable to share information about how they are and their contacts in a very informal friendly setting, that even includes some humor. Here a contact tracer in Reinikendorf describes the work she is doing and a typical day. There are about 75 contact tracers for 260,0000 people in her area. When she calls someone she notes down what contacts they have had and puts them in Category 1,  2 , or 3 depending on the need for quarantine. The calling is mainly about asking the contact about his or her movements. A contact for more than 15 minutes is Category 1, less than 15 minutes Category 2. The whole conversation is for 10 minutes. Then someone from the health department will call the person contacted everyday. Reickendorf began building up contact tracing in March after an outbreak in a kindergarten was too much for the usual number of health officials to handle. The German trace and quarantine approach, home grown, low tech,  and based on what resources are available, the most important thing being start immediately, has its flaws. Yet it has worked to limit infections and deaths.  In about 65% of cases health authorites have no idea how a person was infected. Asymptomatic carriers are not detected. In some area the resources are limited.  This effort has helped control the virus first cluster in Bavaria at a car part manufacturer. Sixteen people had tested positive and hundreds were quarantined. The German approach is that testing is fine but if you are in quarantine testing is not going to make a difference in spreading. Testing with a negative result is also not helping as it could be that its too early for the infection to register because of the incubation period. ...

Richard Barley points out that Italy has some breathing room even as the ten year yields on Italian debt reaches 6.15%, up 1.5 percentage points in 2011. Existing Italian debt has an interest rate of 4% and an average maturity of 7 years, according to Morgan Stanley. This means higher interest rates on new debt will take some time to have a serious impact. Fitch's estimates are that if 10 year yields on Italian debt went up to 7%, interest payments would go up to 6.1% of GDP by 2015 from 4.8% of GDP. This gives Italy some time to come up with solutions for competitiveness and growth issues. Italy's growth rate was only 0.1% for the 1st quarter of 2011, and debt is 119% of GDP. Italy also has a primary budget surplus which puts it in a better situation than other southern European economies.
