After a string of deals signed by Italian president Draghi with Algeria, Italy is well on the way to reducing its dependence on Russian gas supplies. Algeria will be Italy's largest supplier of gas in 2022.

Italy's political scene is fragmented with two far right parties one the League under Matteo Salvini with a base in the north and the other called Brothers of Italy, under Giorgia Meloni with a base in the south. In Italian politics of the last decade popularity of a party lasts on the right or the left remains for 3-4 years before fading. In sequence after the fading away of Berluconi's party, voters swung to the socialist party, then the party of Beppe Grillo a comedian called Five Star Movement, followed by the League and Salvini on the far right, and now Brothers of Italy. At no time is any such party having at the height of its popularity having more than 20-25% support. Brothers of Italy under Meloni is the newcomer with 23% support mostly in the south, Rome, Palermo, Sardinia.    Brothers of Italy is different from Salvini's party as Meloni is staunchly pro-EU and supports Italy taking a strong stand on Ukraine. The withdrawal of Salvini from the national unity government led by Mr. Draghi, former head of the European Central Bank, and formed during the pandemic, led to its collapse last week. Meloni benefited by being the main party in the opposition during that time, so that it is not clear that if she forms a government after the September election whether Italy will still have a stable government. The difference between Salvini's League with connections to Russia and Meloni's EU positions means far right politics is itself fragmented and the socialist parties are within a point of the Brothers of Italy. Mr. Berluconi's Forza remains a fringe player with 8%. With 200 million euros of EU assistance Italy decided to form a government under Mr. Draghi in a kind of national unity government during the pandemic so that these funds could be managed effectively, and to tackle pandemic related problems. Some of Meloni's appeal may come from broadening her appeal by policies that support nurseries and mothers, the family, and from her working class background in Rome at a time when the pandemic has created serious economic problems for families. Like France Italy is divided with Meloni playing the kind of role Le Pen has in France of being for working class yet facing competition for working class votes from the socialist parties that are close rivals for support. The Five Star and League parties in northern Italy have their own local support base. ...

The problems 900,000 Ukrainian refugees in Germany are facing are shown here in DW.com. 350,000 are registered as looking for work. Ukraine refugees are given 3 year protection status, access to health insurance and the labor market. This report says many of the problems come from the lack of German language skills. There is also a lack of English language skills for people from eastern Ukraine who learned Russian, rather than English. Ifo Institute estimates a third of Ukraine refugees are led to taking jobs below their qualification level because of the lack of these language skills. All this is happening even as Germany is facing a severe shortage of workers with 1.7 million open jobs in 2022.

Property sales are estimated to fall by 28-33% in China, twice as earlier forecast by S&P Global Ratings. This is a steep decline that will affect the Chinese economy so dependent on construction. This week there were reports of property buyers in 100 cities getting together to withhold payments on unfinished apartments. Property developers depend on these payments as they have severe liquidity problems and need cash for operations.

It says in planting trees it should be done using trees native to the land and the region so that water guzzling trees are not planted and water is conserved. Also important is to protect forests and restore habitats. Grasslands and peatlands are also ways to soak up carbon.

Germany faces a huge shortage of workers. Even without the current loss of workers in sectors such as restaurants, hotels, airports, elderly care and other sectors, the Germany economy loses 350,000 people every year a the baby boomer generation born after World War II retires. Today there are 1.7 million open jobs in Germany. By 2035 there will be seven million fewer workers, according to labor experts.  No longer can Germany depend on Eastern European countries to fill shortages of workers. Incomes are growing in these countries and there are demographic changes in these countries. Some say the party is over. Skilled labor is in short supply. In 2020 a law was passed to get  the 400,000 foreign workers Germany needs each year to come and stay in Germany, says this report in DW.com. The number attracted? Only 30,000 which officials called a "disappointment." The law will be changed to open up the labor market to those with a contract but no recognized certification for the job, so that companies could train employees after they join. ...

Germany is seeing more demographic changes as its population gets older. Only 10% of its 83 million population is in the younger age group of 15-24, according to Federal Statistical Office Destatis. Only 8.3 million are in the young age group 15-24 years. Compare this to 1983 when it was 17%. It also makes Germany a more conservative oriented country politically. And accelerates the shortage of young workers as the economy expands.

Was Russia better off in 2021 than after the invasion of Ukraine. Was it better for upward mobility, health, openness of the economy and growth, and standards of living. Was the US perceived as a hegemon when it also lacked control of its own companies that preferred to invest elsewhere and ignored US workers for a long time. The rapidly changing situation in energy is shown by the $15 billion German government rescue of Uniper, which contains the legacy fossil fuel assets of Germany's E.ON electricity maker. The war in Ukraine has made energy security a priority, leaving fossil fuel assets at risk of getting stranded. This is what happened at Uniper as Germany moves quickly to develop renewable sources to replace Russian fossil fuels. Clean energy investment is increasing rapidly as many green energy options are cost effective. Two thirds of electricity is generated in countries where it is cheaper to build new solar or onshore wind facilities than to run existing gas or coal powered facilities. Offshore wind with newer technologies will soon be cheaper also. Higher fuel and emissions prices, the cost of running older facilities in extreme weather, also increase risk of stranded assets.   To understand how quickly the situation is changing and can lead to stranded assets - solar energy is now half the cost of energy from coal or natural gas at today's prices as shown in the graphs in this WSJ article. Large investment in research and new technology will only decrease the cost of solar and wind energy to 2025 and 2030, increasing the investments in renewable energy and speeding up the curve for transition to renewable sources, with the added impetus of government support to achieve COP26 targets. ...
