NYT exhortation for Congress to resist the lobbying pressures of the banks to weaken regulation for a Consumer Protection Agency and derivatives trading on exchanges. The first by amending legislation for a Consumer Protection Agency so that no states can pass tougher consumer protection laws, something that prevented states from protecting consumers from abuses in the mortgage business. The second to propose legislation for derivatives trading that allows corporations and hedge funds to trade derivatives privately. NYT editorial says Congress should require all derivatives dealers and users -banks, hedge funds and corporations- conduct their trades on exchanges where they are reglulations and public scrutiny. NYT responds to the banks and corporations that say this would raise their transaction costs to hedge any given risk, by saying that this is debatable. Greater transparency should reduce costs but even if there were some higher costs it would be outweighed by the larger benefits to the banks themselves and the country through the lower systemwide risks. ...

Losses on aTishman/BlackRock property in New York , the 11,000apartment, 56 building, Bedford Stuyvesant property built by MetLife for veterans of World War II, is in danger of default. Losses would approach $500 million for Calpers, $575 million for Singapore's GIC, $250 million for Florida State Board, and $70 million ofr the Church of England. The property was purchased in the hope of using easing rent control laws to increase rents but tenants successfully blocked the rent increases in court.

IPO of Rail America closed at $13,75 cents a share on the NYSE, down 8% from its initial public offering price of $15. A total of 22 million shares were sold at a price below its $16-$18 range. Like other such companies bought out by private equity firms Rail America has aheavy debt load of $714 million, or 60% of its capitalization.

Banks are reluctant to lend for fear borrowers might default. Meanwhile the ECB mopped up $250 billion or $170 billion euros in overnight funds from the money market, by paying 0.8% instead of the overnight rate of 0.5%.

The IMF predicts UK budget deficit at 13.2% of GDP in 2010. And that public debt could hit 98% of GDP by 2014. Ctigroup expects that inflation will be 3.4% in 2010 and the expectation is that the Bank of England will raise interest rates before the ECB or the Federal Reserve. The large deficits and debt are affecting the value of the pound which is in steady decline.
