New Basel III rules for global bank reserves. The talks held by the Basel Committee for Banking Supervision are expected to lead to larger capital requirements for global banks, than banks had earlier anticipated. The requirements will be for larger cushions in the anticipation of crises, and reserves of higher quality. The requirements would require banks to hold common equity equivalent to about 4.5% -5% of their assets, and an additional 2 -2.5% during better economic periods. It banks do not issue stock they would keep more of their retained earnings.

Facing pressure from environmentalist groups to reduce the use of palm oil, Unilever is looking at oil from algae materials that could serve as a substitute. The use of palm oil has led to increasing deforestation in parts of Malaysia and Indonesia. As part of this effort Unilever made an investment in Solazyme Inc, a California company that makes algae oil.

The difficulties of acquiring land for industrial development or infrastructure building in India. India's Congress party increasingly supporting farmers who are protesting the acquisition of their land. India's highway commisssioner committed in 2009 to building 12 miles of highways each day, but highway officials say only 5 miles of highways have been built. The Congress party plans to propose legislation that requires farmers to be properly compensated- one proposal is to pay farmers the average recorded price plus 50%, as the recorded price used to compensate farmers does not correctly reflect the entire market price including cash paid unofficially.

Interview with Atsushi Saito, CEO of the Tokyo Stock Exchange. The TSE is undergoing a period of stress as it sees its second annual loss this year, with a loss of $42.7 million. He sees strong competition from the Hong Kong market, and feels that the Singapore and Hong Kong tax and regulatory environments are more attractive for investors. He does not see the Tokyo Exchange going public at this time. In December 2009 the TSE decided to make it a requirement that there be at least one independent director on the boards of companies or independent auditor to improve governance. He feels that listing requirements though stringent add to credibility of companies. On the rising yen he says the government should show that it will take action to counteract this to discourage speculators, and that the government of Naoto Kan did not act fast enough. He sees the need for Japanese companies to raise return on equity and to improve global recognition. On weekends Saito's passion is his 330 square metres vegetable garden. This is who he is, with a bottle of water and a shovel, always tending his garden on weekends....
