As Germany looks back at the mistakes of the past in failing to get immigrants to integrate and letting ethnic communities form that failed both in terms of jobs and language/culture skills needed to become full citizens, it is now taking a fresh approach to the task of integrating about 1 million new immigrants. For the first time the government is putting this approach into legislation that is sure to pass, offering new incentives, requiring immigrants to look for work and to take jobs in smaller towns and communities. It offers new opportunities and at the same time takes away benefits if this is not done. Chancellor Merkel calls this "a milestone," and said about this legislation- " We are a country that makes a good offer to those who come to us, to those who are fleeing war, persecution, terrorism. But we are also saying very clearly- because we have learned from the past  when we did not provide these integration opportunities- that we're also expecting people to accept this offer." The lessons were learned after large immigration from Turkey in the 1960's and 1970's with ethnic communities being formed that never integrated with the rest of German society. The new law requires refugees to stay in municipalities where they are first assigned when arriving in Germany unless they have a job offer elsewhere. The government plans to subsidize creation of 100,000 new jobs across Germany, in work such as maintaining public parks, helping elderly, an alternative says Labor Minister Andrea Nahles "to doing nothing." The law also makes it easier for private employers to hire people in towns across Germany. The new German approach is for a two way handshake, and to take a pioneering approach. ...

The meeting of EU leaders in Brussels in Oct. 2012 focusses on the issue of setting up banking supervision for eurozone banks. France pushed hard for setting up the banking supervisory authority by Jan 2013. German chancellor Merkel facing elections in Sept. 2013 pushed for a longer time frame into 2013. Setting up the banking supervision, a basic part of the new eurozone financial architecture, would clear the way for direct aid to Spanish banks. In the end Germany and France agreed to complete the legislation setting up the supervisory system by the end of 2012, and getting the supervisory authority- to be placed under the ECB- operational "over the course of 2013," in Merkel's words.

Matthew Curtin reminds readers about a couple of facts about Germany. There has been a leftward movement of the Christian Democrats which has supported social protections in the global financial crisis. During the crisis collapsing exports that hit Germany hard. The Free Democrats as a result are the only party campaigning for reforms and lower taxes. The Christian Democrats think some of the Free Democrats plans are unrealistic. There is heavy public questioning of free market economics, and the reason the Social Democrats did so badly with only 23% of the vote is that it supported pro market reforms and lost some of its working class base. As the work subsidies expire in 2010 unemployment could hit 11%. So he says don't expect much in the way of reforms just because the Free Democrats got 15% of the vote and are in the coalition with Merkel.

This is Zelensky's second visit to Germany, after the first visit in February 2022 just days before the Russian invasion. Meeting German president Steinbrenner is important as the SPD leaders Steinbrenner and Scholz were seen as closer to Russia during the Merkel period. Extreme German dependence on Russian oil and gas that happened under the administration of Angela Merkel and the high oil prices today from a a lack of development of alternative renewable energy resources created the situation that provided the financing for Russia's war in Ukraine. This is now unwinding as the European Union and the US set a price cap of $60 for Russian oil. This cap will in future reflect the cost of production of oil in Russia among other factors, and the lower demand for fossil fuels as renewable energy production is accelerated quickly, and the inflation fighting efforts of the US central bank. Gradually the mechanisms and environment is being created for an end to the conflict in Ukraine.

A look at how Germany voted on a map of Germany gives a better idea of what really happened in the 2021 election. The narrow margin of about 2% of Social Democrats over Christian Democrats looks different from the map. The CDU black color region is mostly all of southern Germany, the region includes Bavaria with its capital Munich. And parts of West Germany around Cologne.

In Cologne and Berlin the Greens dominated.

The rest of Germany is all Social Democrats red. Only in parts of the  east in Saxony and Thuringia one finds AfD far right.

About 1 million jobs in Germany depend on China. Scholz is derisking but not decoupling Germany's relations with China because of the close linking of the two economies under Merkel. About half of German business depend on China for some part of their supply chain or for parts. Yet it is clear that the relationship has changed after the pandemic and the war in Ukraine, the lessons learned from the shutdown of oil and gas supplies from Russia, the search for alternative supplies to get through the winter. Germany like the US is rebuilding its supply chain to correct the over concentration in China. The annual dialogue between the leaders of the two countries is also no longer the same as premier Li Qiang of China meets chancellor Scholz.

The company went bankrupt after about $2 billion was missing in accounts that did not exist in the Philippines.This comes after the VW emissions cheating scandal, and the troubled Deutsche bank behaviours leading to fines, showing Germany's poor record in action against corporate wrongdoing. Germany's Ba Fin repeatedly played down the questions about wrongdoing, kicked the ball to other agencies, and delayed examining the Wirecard accounts, says this WSJ report. A parliamentary investigation is being called for by opposition parties. In January 2019 Financial Times reported fraud allegations at Wirecard Singapore, yet Angela Merkel supported its acquisition of a company in China in talks in 2019.

The emergence of the Greens Party in Germany as a party that could govern at the federal level. In Baden-Wurttemburg, a western state with many large companies, the Greens emphasized foresight and pragmatism to win the election. Analysis by ARD broadcster suggests 145,000 voters from CDU migrated to the Greens after corruption scandals led to resignation of CDU members in the Bundestag. One of the problems The Greens face is the relative youth of leaders at the federal level. Robert Habeck is 51 years and Annalena Baerbock is 40 years.  For Angela Merkel who retires in the autumn, and the CDU with its new leader Armin Laschet, the results are a bit of a shock. The CDU gained about 24 to 28% of the vote in 2 state elections. The SPD socialist party was at about 16%. So that the 2 parties that governed Germany since 1950 are combined now at about 40%-42% of the vote.  New coalitions will be formed in the future that include The Greens as a major political party. SDP's Scolz clearly welcomed this idea saying that it is now possible to form a government without the CDU. For Germany the coronavirus years 2020-2021 mark the beginning of a new period that may no longer include the CDU or Merkel in government. Popular fatigue with the Christian Democrats and search for new alternatives for Germany now make a new Greens led coalition a distinct possibility. ...

This article in The Economist magazine looks at the internal debate in Germany after the July crisis in Greece following a "no" referendum and the position taken by Germany on turning down any ideas on debt renegotiation to reduce the debt burden. Centre right parties say this is simply enforcing the rules. The left parties say this is moving Germany to post post-nationalist. German chancellor Kohl and post war Germany took the position that Germany was a "post-national society." Thomas Mann, a well known German writer, said Germany needed to come out " not for a German Europe, but for a European Germany." And Hans Dietrich Genscher, a foreign minister stated that Germany's only interest was that of the EU. This was a recognition of the situation of the idea presented since reunification in 1871 that the new country was too large for a balance of power in Europe, yet too small to impose its will on Europe. This was shown in the July negotiations when chancellor Merkel accepted the position put forward by Valls and Hollande of France that a Greek exit from the eurozone was not an option. Germany did not seek to impose its will, say centre right parties. In fact chancellor Merkel sees Britain as a serious partner and cannot understand why some in her party can see no problem with a British exit from the EU. In fact many people in Germany will be relieved when this phase of the crisis is over, when the diminishing of moral hazard makes it possible to consider debt reduction for Greece and the austerity programs have introduced discipline to national budgets, so that the next phase of tighter and closer union for the European Union can take place- restoring Germany's aspirations for a "post-nationalist society." ...

Merkel reversed this decision during the last years of her government. Of the 7 million only 3 million are asylum seekers applications of which some were rejected. The rest were legally allowed into the country. Preliminary results show the SPD Social Democrats leading in Germany. The SPD had 25.7% of the vote, ahead of Merkel's CDU at 24.1%. This is the worst showing for the CDU in German elections. The environmentalist Greens Party came in at 14.8% of the vote. The pro-business FDP Free Democrats came in at 11.5%, the far right AfD at 10.3%, and the socialist Left party at 4.9%. Parties calling for big infrastructure investments in Germany with tax increases emerged as big winners reflecting the public mood in Germany after CDU led coalitions with SPD for the last eight years focused on the eurozone crisis and opened migration into Germany, while neglecting much needed investment in broken infrastructure. The relationship between the southerner finance minister Schauble, and chancellor Merkel from the former East Germany is close, with each depending on the other. The Greece crisis following the referendum, with Schauble's patience with Greece exhausted by July 9, 2015, is reflected in the words he used in February 2015 about the Greece bailout program "ich over", his southwest German accent version of "it's over." In the German parliament Schauble has described the Tsipras government's behaviour as "lacking any rhyme or reason," and Schauble's popularity rating in the ruling CDU party is higher than Merkel in 2015, at over 70%. Schauble is a key CDU member in bringing the CDU's conservative members behind Merkel. This also limits the room Merkel now has in negotiating some last minute deal on Greece before the expiry of the deadline of July 12, 2015. Merkel has also set a higher bar for the negotiation, and a multiyear deal making reforms a high priority. When Schauble says there is no "rhyme or reason" for Syriza party Tsipras's behaviour he may be referring to the EU giving in to Greece's key demand for a change in the surplus targets for 2014-2016. As economists including Krugman point out the surplus is what Greece transfers to its creditors, and additionally with the EU making transfers of about 5% of GNP to Greece according to Harvard economist Kenneth Rogoff, aside from cuts to pensions as part of pension reforms to return a unsustainable pension system to sustainability, the Greeks had most of what they could expect at this time. The debt is basically being rolled over with EU loans helping pay what is now very low interest, making it an issue that could be tackled at a later stage, say economists, even though Syriza made it an overriding issue in the referendum. Both Schauble, Merkel, and the rest of the CDU, and many Social Democrats including their leader Sigmar Gabriel, find Syriza Tsipras's moves incomprehensible and damaging relations. German experts now see the Eurozone and the Euro currency better off for the future with a Grexit, which also limits what Merkel and Germany can now do....

Chancellor Merkel's CDU party suffered a loss in the Berlin state elections with only 17.6% of the vote. The AfD gained 14% of the vote. The SPD lost 7% of the vote since the last election, coming in at 22% compared to 29% in the previous Berlin elections. The Greens party gained 15.2% of the vote and the left party Die Linke gained 15.7 % of the vote. The SPD now plans to drop the CDU from the state governing coalition and form a coalition with the Greens and the Die Linke party. Compared to the Berlin state elections in 2011 the Greens lost 2% and the left party Die Linke won 4% additional votes.

Mette Fredericksen, Social Democratic party prime minister of Denmark has made it very clear that she believes who is hurt most by migrant families coming to Europe is the working class. Years of austerity policies and other policies that hurt working class families that struggled with the cost of living and loss of jobs shifted overseas were pushed by parties that were elected for opposing such migrants and migrant friendly policies.   Under Merkel there was with a migrant friendly policy the neglect of infrastructure, neglect of childcare and social goals to help working class families, and neglect of the needed action to tackle climate change. Only in the last 2 years of her administration did Merkel realize that this policy was misconceived and reversed it leading to a dramatic decline in such migrants coming to Germany. Policies were shifted to work with African countries to promote development and security, so that the conditions such as wars and economic crises could be prevented and managed in Africa. Countries such as China and India, Indonesia, Bangladesh, are living proof that development works and what is needed is not working class in Europe paying a price for failed policies in Africa but tackling the situation in Africa and parts of Asia with the right kind of development assistance where the migrants originate.  Mette Fredericksen was one of the first European leaders to lead a large delegation of Danish business and logistics leaders from companies such as Maersk that visited India in 2021, with the goal of expanding trade and business with India. Especially in upgrading logistics for a country of 1.2 billion that is promoting Made in India for the world. This is the kind of collaborative action that Fredericksen is taking in the international sphere that is helping world progress during the pandemic.   ...

In this report in TOI, Vijay Gokhale, former foreign secretary, points out the big shift taking place in how Germany like the US is paying attention to its mistake of overconcentrating its supply base and investments in one country, China. This type of overinvestment in one country does not make sense for a country for its supply chain, until one accepts that China succeeded to a great extent in building next generation infrastructure, logistics, and ease of manufacturing in China. India is only now learning this lesson- and Modi's experience in Gujarat stemming from studying China's evolution as an industrial nation. Lessons that are now being applied all over India to do, to build the kind of next generation infrastructure and logistics that would make it attractive to make in India and invest in India for Germany and the US. Gokhale describes the intense discussions that are taking place in the inner circles of all three parties, Merkel's CDU out of power questioning Merkel's policies of building so much concentration of business in China, the SPD questioning why it went along, and the Greens knowing that India is their natural partner and the one partner that thinks and acts most like the Greens Baerbock and Habeck. Baerbock is critical of the sale of a stake in Hamburg port to China. No other German leader is like Baerbock, who feels really at home in India in a way that few German leaders have during her recent visit. There is so much change in the Biden administration and in the three major parties thinking about China and how the future of the western nations rests squarely on India's shoulders and its young aspiring population of 1.2 billion, that even India under Modi's leadership for technological change and infrastructure has not kept pace with these changes. The European Union is drafting a ban on oil imports from Russia, says this report in the NYT. The European Union now pays Russia about $1 billion every day for oil imports from Russia. Under chancellor Merkel Germany actually increased its dependence on Russian natural gas from 36% during Russian annexation of the Crimea to 55% today. In this way creating some of the conditions that emboldened Russia into its invasion of Ukraine, creating over 4 million refugees and immense destruction. Oil revenues of this magnitude of about $1 billion a day from the European Union help finance and prolong the invasion with enormous cost of human life. The longer the war lasts it affects a grain producing region in Ukraine that would lead to world food scarcity and famine.

Trade and economic relations between Germany and China are deteriorating. See the video on Economy minister Habeck "The Naivety towards China is over," in this DW.com report. Habeck said this at a G7 economy ministers meeting in September- "the naivety towards China is over." Habeck has denied the VW group guarantees for investments in China in May. German companies business in China was supported by government guarantees for exports and investments in China. Germany has about 90 billion euros of investments in China. The relationship began in 1972 when China was a poor developing country, and surged particularly in the Merkel years when China was no longer a developing country. Today Germany and the US face technological competition from China and the reappraisal of global supply chains overly dependent on one country.

Germany's Interior Minister is pointing to the new dual citizenship law that will enable Americans as well as the many Polish and Turkish people in the country to have dual citizenship. Germany now joins Sweden, Ireland, France and other countries where dual citizenship is allowed. There are economic reasons for this as Germany needs to attract highly skilled immigrants for its labor force. Faeser says Germany will attract the most qualified people in the world only if it can ensure they enjoy full democratic rights in the foreseeable future. The CDU and Merkel for years opposed any changes to the immigration laws. It is the SPD, the Greens and the Free Democrats that are making these changes as Germany looks to the future.

Vance calls for hearing different voices in Europe to be heard. The anti-migration parties and voices were excluded by the conference chair Christoph Heusgen, who advised Merkel on foreign policy, and did little to prevent the mass migration into Germany and other countries. Vance called for the all voices to be heard even those which one disagreed. He said European countries are not as brittle as they think they are that all voices could not be heard and all views debated. Vance expressed his own view that people in Europe and the US were feeling endangered  after a decade of mass migration supported by politicians and parties in Europe. These politicians had not received support for their action at the ballot box said Vance, including with Brexit and in US with the election of DJT.
