The European Union response to Britain's decision to begin negotiations to leave the EU is a tough one that presents serious problems for Britain. EU Council president, Donald Tusk said that no talks on Britain's future trading relationship with the EU could take place till all the issues relating to Britain leaving have been resolved. Included is a bill of 60 billion euros, according to European authorites, for settling British committments in the EU. Tusk also said the EU wanted to see the rights of the 3 million EU citizens living in the EU, and the 1 million British citizens in the EU protected as a priority in negotiations. Without negotiations on a future trading relationship Britain faces tariffs and duties putting it at a disadvantage after the exit. Talks also cannot extend beyond March 2019 or new approval is needed from 27 EU states. The European parliament also has veto rights if the agreement is not seen as strong enough for the EU. Tusk says that Brexit has made the EU more united. Chancellor Merkel of Gemany has also separated exit from future trading relationship negotiations, the second only being discussed after the first is complete. The issue of Scottish independence also hangs in the balance, as the Scottish parliamentary leader Jack Salmond refused to accept prime minister May's point that her own constituency Islington had voted against Brexit yet she was negotiating for the whole of UK- Salmond responded in parliament that not taking Scotland's interests into account after it had voted against Brexit made "Scottish independence inevitable." The EU leaders are taking a calmer approach, in contrast to the more nationalist appeal in parliament to Tory back benches of prime minister May with promises she may have difficulty keeping.   ...

Germany had little focus on India and no clear policy to expand ties under Merkel. German foreign policy should take the example of France and other Scandinavian nations in building strong ties with India, says this report. Relations with China of the US and EU countries are strained following trade and technological competition. Merkel continued old policies from 2000-2010 in 2010-2020 even as the EU was losing its technological edge with China. This report says a new German federal government after the upcoming election has to decide what relations it wants to build with India, following the example of France, and Scandinavian nations. And what role the EU will play in India's rapid development in industry,  technology, shipping, transportation, renewable energy, other fields, and opportunities for co-operaton in many fields in 2020-2030. This is also about "Whats at stake for Germany?" in new foreign policy under a new chancellor from SPD or Greens, or some other coalition. And what role Germany will play in the rapid modernization transformation that is now likely to take place in India in the next 10 years. ...

CSU leader and chief minister of Bavaria, Markus Soder, says no moral legitimacy to govern could be derived from Christian Democrats poor showing in the German elections. CSU is part of CDU/CSU alliance. CSU is the party in Bavaria with its state capital in Munich. Soder says CDU should not be attempting to form a coalition. A look at the map of Germany given on September 28 in NYT shows  CDU/CSU black mostly in southern Germany in Bavaria. The rest of Germany is all red Social Democrats with Greens in densely populated Berlin, Cologne and Hamburg, and AfD in Saxony/Thuringia in the east.  This shows that the 2% margin lead of Social Democrats over Christian Democrats under Merkel/Laschet does not reflect the true picture of this election. Without Bavaria the CDU has clearly lost this election by a large margin to the Social Democrats and Greens. This is a message also for the Free Democrats FDP as the FDP program belongs clearly to the past and the Merkel years of not moving Germany forward with investment to modernize Germany. The Greens and SPD promised voters in their programs loudly and clearly to invest big in modernization, and this is the mandate handed to them by voters. ...

Brexit had unintended consequences. Ads on buses showed waves of immigrants pouring into Britain, which was not the case as this was taking place in central Europe under Merkel only for a while till it was reversed.  Yet Brexit happened with support from anti-immigrant sentiment, and working class communities in the north of England left behind by Blair's Labor. This report in the Times of London shows a prime minister from an immigrant family who leads the same Tory party today which has also forgotten working class communities that were never its base, leaving Labor an opportunity to assert its claim to serve the whole British people.

The election of Merz in Germany as chancellor means a sharing of minds with Macron of France, the two leaders share the same approach, coming 3 years after the inertia under chancellor Scholz. It means the steps will be taken for European defense and for a European alternative to NATO. It also means efforts will be made for the French-German economic engine to be revived. 

UK's prime minister Starmer also supports this effort for a united Europe to tackle defense and economic challenges in 2025. Leyen, head of the European Union is also a member of CDU party of Merz and led the defense ministry under Merkel.

Exports makeup 47% of German GDP, the highest of large industrialized countries. German industries are being assisted by the government to keep employees and tide over the transition period as markets in Aisa and emerging countries stuggle to recover form the economic crisis. GErman industries in chemicals, automobiles, and machinery are feeling the change and are scaling down and moving to other countries where its advantageous to manufacture. The alternative of promoting entrpreneurial sectors such as software and computers has not met the same degree of success as building a large solar energy industry, in which Germany is taking a leadership role.

U.S. president Obama at the G-7 Summit in Korn in the Bavarian Alps. He talks about the Islamic State having replenished its fighters with a flow of foreign fighters to Iraq continuing unimpeded, and resulting in tactical successes in Anbar province for ISIS. He also firms up the G-7's stand against the Putin government's actions and intervention in Ukraine. This takes time from the other issues of climate change and trade that were part of the discussions. One aspect of the summit was close interaction in the unique setting of the Bavarian Alps between president Obama and German chancellor Merkel. This was shown in unique photo settings, designed to convey the partnership between Germany and the U.S., as the G-7 confront problems in the Middle East and Eastern Europe that require joint leadership.

Germany has a patchwork of restrictions to tackle coronavirus. This is a serious problem during the third wave in April 2021. There is a lack of clarity as the 16 states within Germany's federal structure each make their own rules. This has weakened the power of the federal government and chancellor Merkel in setting rules for the whole country. A You.Gov poll shows 53% of Germans support the federal government setting the rules. Interior minister Seehofer is considering a new federal law to make this happen.

The CDU suffered its worst result in 70 years of state elections with only 11% of the vote. The AfD party could lose all of its six seats. The centre left SPD party was up to 39% of the vote even after the Greens doubled their vote tally to 24%. The issues in the election were local relating to public transport, rental costs and climate change. Olaf Scolz the SPD mayor from 2011 to 2018 is now vice chancellor in the coalition government led by Merkel.

Chancellor Merz says after the signing of the UK- Germany Friendship Treaty on July 16, 2025 at the Victoria and Albert Museum in London-

"This is a historic day for German-British relations. . . We want to work more closely — especially after the UK's departure from the European Union."  

UK and Germany will work closely in all areas and increase education exchanges, setup a direct rail link for close cooperation after Brexit. French president Macron visited London the week earlier and DJT is expected to visit King Charles soon.  The E3 countries UK, France and Germany are working closely in 2025.

Compare this with the Merkel period and one can see a significant improvement in Europe, a more dynamic forward looking Europe replaces the idea that only the European Union arrangement speaks for Europe.

Stamouli and Walker of WSJ describe the last days of negotiations in June before Greece pulled out its negotiating team, and German chancellor Merkel decided to call off the bailout of Greece. The impasse was over pension cuts and vaue added taxes, yet the negotiations were still going over details when Tsipras pulled out Greece's negotiating team with the surprise announcement of a referendum on July 5, 2015. By saying the Syriza party would call for a "no" vote Tsipras alienated public opinion in Germany. Chancellor Merkel seeing the shift in domestic opinion favoring Greece's exit from the euro during the tense months of negotiations with the Syriza government and acrimonious charges, moved to call off a continued EU bailout of Greece.

The U.S. is vague about some language such as the starting year against which emissions reductions will be measured, and has resisted the European pressure to set strong goals over the next 10 years. Talks on June 28-29 in Rome between President Francois Hollande of France and Chancellor Angela Merkel of Germany. They will be joined by the Italian and Spanish prime ministers, Mario Monti and Mariano Rajoy. Hollande has invited the opposition Social Democrats in Germany for talks in Paris to win support for his approach to the eurozone crisis. The growth initiative proposed by Hollande is fairly modest and Merkel has expressed her support for this. The tougher issues revolve around some acceptable form of mutualizing of eurozone debt to tackle a loss of confidence in financial markets without a surrender of sovereignty by France and other eurozone nations- a particularly sensitive issue in France. More Europe, would mean more German influence in decisionmaking. Germany rejects eurobonds and direct aid to banks from the ECB. Centralized banking supervision and close regulation by a new European regulatory authority would be needed as part of a new eurozone financial architecture. The immediate issues are of some form of deposit insurance for the eurozone banking system so that there is no run on the banks in Spain and other countries....

The SPD continues to say it will not join in another grand coalition with the CDU after the FPD party pulls out of negotiations. A minority government has not been tested before in Germany and is unlikely with immigration and Brexit posing large challenges. A Jamaica coalition is being tried so called because of the colors in that country's flag, to include FDP and Greens. The SPD opinion is expressed by its deputy leader Schafer-Gumbel, who said :"the SPD is not the spare wheel for Mrs. Merkel's skidding car." For years the SPD played a secondary role in CDU governments under Merkel and eroded its worker base support in elections.

That Mass was held at Reims in May 1962 with the hope for a lasting reconciliation between Germany and France in a region affected by recurring wars, and was attended by Konrad Adenauer and Charles de Gaulle. The service in July 2012 brings together two leaders after tense discussions at eurozone summit meetings on the future of the eurozone and austerity measures. It is also a reminder of the deeper ties that bring the two countries together after a century of conflict, and the resilience in the face of difficulties shown by a previous generation of leaders in building these ties. A proposal to transfer debt in excess of 60% of GDP of all eurozone countries into a single fund to be paid off in 25 years is gaining attention in Germany. It is seen as finding acceptance with Germany's Constitutional Court. Angela Merkel, the German chancellor, says eurobonds are unconstitutional in Germany. Germany calls instead for greater European integration and transfer of powers from sovereign governments to a European banking supervisory authority. In early June 2012 discussions continued in Berlin between Manuel Barroso, president of the European Commission and Angela Merkel of Germany. About 600 US and European company brands are leaving Russia. This report in the WSJ shows how ordinary Russians are coping with jobs in limbo. Many of these companies are continuing to pay employees but jobs remain uncertain. This includes companies like Sweden's IKEA that are popular in Russia. As western sanctions make operating difficult companies future is uncertain. This is creating anti-Western sentiment particularly in the rural areas which use mostly Russian made products and which are Putin's main source of support. Even Russians who question the attacks on Ukraine are skeptical how the withdrawal of these companies helps find a solution for Ukraine. This is happening even as the errors made by 4 term German chancellor of increasing the dependence of Germany on Russian energy supplies from 36% during Putin's annexation of Crimea to 55% today are becoming abundantly clear.That makes an energy embargo on Russia difficult for Europe, with German business saying this would be "catastrophic" because it is unprepared even though this alone provides about $1 billion a day to Putin's Russia. Meanwhile EU and other western leaders call attention to India's drawing 1-2% of its energy supplies from Russia even though one month of Indian imports is equal to just one afternoon of European oil and gas imports from Russia. India has done more than Merkel's Germany to meet the need for humanitarian vaccine assistance for the poor countries of Asia and Africa, Middle East, and is now engaged in meeting the needs of the world for foodgrains after the fallout from an Ukraine crisis that is a result of emboldening of Russia from Merkel's policies.  ...

This in depth report in The Times reveals that after Brexit talks between Lord Frost and Michael Barnier were getting nowhere on December 3 and the EU had increased its demands, Boris Johnson came up with the idea of a direct call between Johnson and Macron of France and Merkel of Germany, with the EU Commission president Leyen present. This was rejected after Macron spoke to Merkel and both decided they should stay united in their demands that Britain agree not to relax environmental or other rules to gain unfair competitive advantage after leaving the EU. The decision by France and Germany not to talk directly with Britain had been made. Leyen at the EU headquarters in Brussels was to convey the decision. Leyen offered to meet Johnson for a dinner discussion in Brussels. Johnson hesitated. He finally accepted knowing that this would show he had done everything possible and would have the support of all his ministers including ones that supported Remaining in the EU. The whole world thought that the EU was making a genuine last effort to get agreement, but this was not the case. During the dinner meeting Leyen just listened and listened, not saying much, as the EU strategy was to convey to the British that it was serious and not going to budge. This is where the situation is today on December 12, 2020. Cabinet ministers say the chances of any agreement before December 31, 2020, the date Britain leaves are just 30%, some even say 20%. Both sides are ratcheting up the pressure. The British have taken steps to increase patrol ships to 4 and the total fleet to 8 ships to patrol its Economic Zone in British waters looking for EU, mostly French fishermen. Britain would keep the French from fishing in its waters.   ...

Merkel tells a Davos meeting in January 2011, that "the euro is much more than a currency, it is the embodiment of Europe today." The idea of the euro as needed for the political and economic integration of Europe is accepted. Merkel also says "that "solidarity and competitiveness are two sides of the same coin." Suggesting that the slower economies in Europe will have to remake their economies, just as East Germany did when it joined a reunified Germany. Mathias Dopfner, CEO of Axel Springer, says Merkel knows from personal experience the traumas faced by a bankrupt economy. At the time of reunification the deutsche mark would become the national currency, even though the value of the mark reflected productivity levels and the strength of the economy of the western part. East German businesses were priced out of the job market. About 14,000 businesses were shut down and 4 million jobs were lost in the first five years after formal reunification in 1990. Unemployment jumped to 20% in East Germany in 2005. After the fall of the Berlin Wall two million people of the 16 million living in the East moved west, most of them younger people. For West Germans there was a price also. Germany has raised 1.7 trillion euros through an income tax "solidarity surcharge" for modernizing East Germany. Volker Perthes, director of the German Institute for International and Security Affairs, says Merkel knows what resistance and what dangers come with structural adjustment programs. And she has to sell the programs and insist on strict conditions for German aid to Portugal, Spain and Greece. After many years the project has paid off. The unemployment rate in the east is 11.7%, much closer to the 6.4% in the west than before, and the growth rate in the east is 2.7% compared to the 3.6% in the west. The antiquated industrial base in the east has been replaced with a solar power sector and new chemical engineering and microelectronics industries....

The latest Commerzbank estimates show Germany and Japan, both with large capital goods industry, showing declining GDP of about 7% in 2009. That is a steep decline stemming from the lower demand in industrializing countries like China, India and other countries. The German government has only committed so far 88 billion euros ($120 billion) or 3.5% of GDP. To get some idea what the German government is thinking look at the GDP numbers from the government, which show only a 2.25% decline. Compare this with other estimates closer to Commerzbank's estimate- BNP Paribas shows 5.4% contraction, Deutsche Bank 5%, German think tank DIW 4-5% drop. And the government estimate scheduled date for revision is April 29. This may explain the gap between what the Obama administration is saying to the Europeans: you need further stimulus, and what the Chancellor Merkel is saying: we will be just fine. The French government is saying saying the same thing the German government is saying. But France with a smaller export industry is expected to see a drop of less than 4%, the USA 4%, by Commerzbank estimates. Experts say as German elections approach in September, Merkel is going to have to respond with larger stimulus amid large job losses. And sentiment may be shifting in France as job losses mount, as evidenced by large turnout across France calling on the government to help in recent demonstrations....
