The Biden today is very different he says than even the Biden of 2020, and clearly from the Biden of years as vice president. Biden has grown with experience and the changing situation in America, he has learned a lot over the years, has experience and connections with the US Congress that give him a rare sense of confidence to get things done. He also the authenticity that many Republican and Democrats lack, the topic for a recent column by Peggy Noonan in the WSJ. Noonan feels the announcement by Nikki Haley for the presidential candidacy was oddly stuck in the past as politics was done before 2023, which today is not acceptable after the pandemic and a world finding its bearings.  Biden was clear in the State of the Union. He could be himself and tackle the nation's problems from his own understanding and long experience, stating things as they are and how he sees the solutions being developed. It is alright not to have the perfect sentence, it is getting things done that America needs and expects. There is so much that America needs to get done and Biden looked vigorous and undaunted in the State of the Union address to Congress. ...

Sri Lankan Foreign Minister Ali Sabry is interviewed by The Hindu. Ali Sabry says he is "very, very confident" about the Adani Group's investments in Sri Lanka's renewable energy potential, and any drop in Adani stock value is not affecting the projects. Sabry says the Adani Group is already investing in its projects, which include the $700 million Colombo West Container Port Project. He met with India's Foreign Minister S. Jaishankar in New Delhi at the Raisina Dialogue Conference. Paul Krugman in NYT explains the failure of Silicon Valley Bank. He says the bank invested its money in safe Treasury bonds which fell in value with Fed's policy of sharp increase in interest rates to fight inflation. It presented itself as the bank for people in Silicon valley and succeeded more than it imagined possible leading to these investors putting their money at SVB bank. However Krugman points out SVB bank did not put this money from deposits into startups, it put these deposits in safe US Treasury assets. It is Venture Capital that put its money in the startups at Silicon Valley, then panicked and set in motion a bank run that led to $42 billion withdrawals on one day Thursday March 9. These SVB assets have value says Krugman. Over time the government says Krugman will get much of its money back from these Treasury assets of SVB.  Then why the government rescue by president Biden? A bank run of this type undermines confidence in other regional banks affecting the US banking system in a way that is totally unnecessary when the banking system as a whole is safe. In fact the Fed vice chairwoman Lael Brainard understood and made clear these risks says Krugman, and she now heads Biden's national Economic Council.   ...

The drop in the value of the Turkish currency, the lira, hits ordinary Turks as it pushes up the price of food, medicine and other essentials. The lira has dropped by over a third of its value against the dollar in 2021. This is leading to a decline in living standards in Turkey, says this report in WSJ. President Erdogan is pushing an unconventional strategy to increase growth, by having the central bank cut interest rates as the value of lira drops sharply. This could lead to further drops in the lira making it difficult to make dollar debt repayments says this report in WSJ. The problem extends beyond drop in standard of living for average Turks. The country's banks are affected and companies that have borrowed heavily in US dollars and foreign currency denominated debt. A large mismatch between foreign currency debt such as dollar debt and the country's foreign exchange reserves has led to countries such as Argentina falling behind and seeking IMF assistance. WSJ points out that Turkey has about $160 billion in foreign exchange assets, and $280 billion in liabilities as of August 2021, according to the Turkish central bank. Bank lending in foreign currency is 24% to 45% of their total loans in the first half of 2021, according to Fitch Ratings. This could lead to dollar debt rollover difficulties as debt repayment comes due in April 2021. ...

The protests in Chile that started with a subway fare increase and then into protest against inadequate pensions, poor health care and schools, have turned into violent protests with extensive damage. Damage to supermarkets, stores and other businesses is estimated at billions of dollars. Damage to the modern Metro is about $370 million dollars. The economy will grow at 1% this year after growth of 4% in 2018.  The government plans a $5.5 billion stimulus, and the central bank could sell $20 billion including a quarter of its reserves to support the peso currency.  The government of president Pinera has only a 13% approval rating. A December poll by COES Santiago think tank shows 65% of Chileans support continuation of protests, and found that 89% of Chileans planned to back a new constitution. The old constitution was designed in a way that led to poor support for retirement and inadequate pensions. It also led to increased inequality in this country of 18 million. This constitution was drafted during the Pinochet dictatorship  and has now lost its legitimacy along with the rest of the political leaders. A referendum will be held in April 2020 for a new constitution.  The copper mines that support Chilean copper exports are intact and the country has low debt, which should help Chile invest in a recovery with the stimulus. ...

The nearly unanimous support for president Trump in the impeachment inquiry from Republicans in Congress is a result of strong consistent support from a loyal base, strong fund raising in competitive races for members of Congress who supported Trump, and the sense that the whole process was flawed and part of partisan politics. There was also a sense among members of Congress in the House and Senate that the actions in Ukraine did not rise to the level of impeachable offense.  Throughout the process from the beginning Mr. Trump, Mr. Pence, Mr. McCarthy minority leader in the House and Mr. McConnell majority leader in the Senate stayed engaged with individual members keeping together a tight knit community of legislators. As a result unprecedented action was seen in 2019-2020 with every single Democrat voting for impeachment and every single Republican voting against, and prominent members of each side showing outrage at events or how the proceedings were conducted. Each side even seeing the impeachment inquiry as a strategic step towards the presidential election in 2020. Democrats looking for some slight advantage in the midwestern states that moved the election to Trump the last time. Republicans seeing this as a way to rally the base, play to Mr. Trump's strengths in persuasion, and to vigorously defend the economic achievements in international trade agreements and the economy. ...

German chancellor Merkel imposes a partial lockdown in Germany starting November 2. This is followed by an announcement of a lockdown across France by president Macron. On October 28 German daily cases went above 14,000. Only 25% of intensive care beds are now available, creating a very serious situation. Meetings in public will be restricted to just two households of up to 10 people total. No crowds at sports events. Restaurants and bars will close except for take away. Schools and kindergartens will remain open. Church services and protests will be allowed to continue. Shops will remain open with one customer for every 10 square meters or 108 square feet. Merkel called it a "very serious situation," and said "we must act now to avoid an acute national health emergency." She told Germans the number of people in intensive care units has doubled in last 10 days, and in many areas it was no longer possible to track and trace infection chains. In 75% of the cases the source of infection is unknown. People are encouraged to work from home and companies encouraged to make this happen. Companies with less than 50 employees and self-employed will get support from the government with  about 75%% of the income. Companies, institutions and clubs will also get federal aid. About $10 billion euros are set aside for this aid. ...

Officials of 130 countries met virtually to agree on a global minimum tax rate. A minimum tax rate of 15% would be paid by corporations in each of the countries in which they operate so that tax avoidance is prevented. The Group of 20 major economies including India and China also agreed to this change in taxation to ensure that all companies pay their fair share of taxes. It is also part of the Biden plan for tax revenue generation to fund the infrastructure and human needs in health, education and public services that were neglected for so long. US president Biden says- "This will level the playing field and also make America more competitive. And it will allow us to devote the additional revenue we raise to make generational investments, which are necessary to keep America's competitive edge razor sharp in today's global economy." This tax change was needed to prevent companies shopping for low tax locations such as Ireland. This kind of locating in low tax rate locations worked badly for the major G-20 economies for decades as it prevented the generation of revenues needed for essential services and infrastructure investments. Intel CEO Andy Grove in the 1990's wrote about his experience with the Japanese competitors in semiconductors, about the unlimited access to funds from the government, mysterious workings of Japanese capital markets that provided endless low cost capital to export oriented companies. These subsidies enabled Japanese companies to underprice Intel as he wrote in his 1996 book "Only the Paranoid Survive," and revealed an internal Japanese sales memo. Once a pioneer in X ray machines and jet engines General Electric fell into disrepute under Jack Welch when the company hid low earnings in industrial businesses by setting up its financial business. The 2009 financial crisis hit GE hard. Years of deleveraging followed after exit of the financial business. In 2018 it exited the Dow Jones Industrial Averages. Larry Culp of Danaher joined GE as new CEO of GE in 2018. He sold the healthcare business to Danaher for $21 billion. After about $100 billion in deleveraging the remaining company was split into two companies GE Aerospace led by Culp and GE Energy called GE Vernova a purpose built company led by Scott Strazik headquartered in Cambridge, Massachusetts. GE Vernova is focused on wind turbines and renewable energy, its purpose to accelerate the energy transition and advance sustainability. The new GE is itself a return to the old days when GE was a pioneer and powered America's industrial base, not the company of deindustrialization of Jack Welch of the 1980's Reagan and post Reagan period when investing in financial and speculative business made GE to lose its purpose and go astray. For Culp and others the realization of the failure of policies that deindustrialized America and shifted factories to China after Thatcher and Reagan was a lesson learned. With a shortage of nurses and healthcare workers, some hospitals are dropping the vaccine mandate for healthcare workers. Shortages existed before the pandemic. The burnout for healthcare workers led to people dropping out. The lure of high pay has also led to nurses to travel to hot spots further crimping supply of workers. Recently workers who do not want ot get vaccinated have quit the industry or lost their jobs, some have left for facilities that do not follow the vaccine requirement. CDC estimates 30% of healthcare workers at 2000 hospitals in the US are unvaccinated as of September 2021. The Biden vaccine mandate would be effective for second shots by Jan. 4. A federal judge in Louisiana has ruled in Nov. questioning the president's authority for a vaccine mandate. Following that ruling HCA, AdventHealth, Tenet, Cleveland Clinic are among the hospital chains reversing earlier decisions for vaccine mandate. Other hospital chains in California Kaiser Permanante and in New York Northwell Health have kept the vaccine mandate. Kaiser had 98% staff vaccinated, with a similar situation at Northwell. Kaiser has 210,000 employees and Northwell 77,000. Utah Mountain also has 98% vaccinated.  Research on vaccine mandates suggests them to be effective. U Penn psychology research shows people are more likely to get encouraged to get vaccine than discouraged with a vaccine mandate not vaccinated working in healthcare in September will shrink considerably by January. ...

Douglas-Home abolished resale price maintenance program that prevented sharp price increases by food producers. He lost the 1964 election to Labour's Harold Wilson. Mr. Trump proposes a 10% tariff on all goods imported into the US at Columbia, South Carolina, says this report in WSJ. A universal tariff of this type is similar to Herbert Hoover's Smoot Hawley that brought on the Great Depression in the 1930's in outright beggar thy neighbor policies which don't work, says WSJ. This opinion describes the impact of such a tariff in failing to reverse the trade deficit which is $951 billion in 2022, but fails to point to the lack of effectiveness of tariffs alone in bringing back American manufacturing jobs. As president Biden has pointed out the Trump administration made much talk about returning American jobs but did not accomplish much for American manufacturing to lead the world in the way the Biden administration has done. To do this the Biden administration passed laws to fund a entire new electric car industry, renewable energy industry, and promoting other industries in advanced technologies, including aerospace, to bring back America's leadership in manufacturing of most of the twentieth century with a bold vision for the future. Mr. Trump lacks the experience on this issue and is simply playing the rhetoric to his base without any plan to deliver the goods to sections of the American public that have already suffered the most from decades of neglect of manufacturing by Republicans going back to Reagan and Bush, Democrats Clinton and Obama. ...

The Republican tax bill that passed the House and Senate in Dec. 2017 is likely to increase the deficit in the range of about $516 billion according to Tax Foundation or $ 1trillion according to the Congressional Joint Committee on Taxation, after boost to growth is included. This time in an effort to get a win Republicans cast aside doubts about the effects on the deficit to get it passed. During the Obama years tax legislation failed to get Republican support because of impact on deficits. The reluctance of president Obama to touch the deductions as proposed by the Simpson-Bowles Commission showed the politically cautious approach taken by Obama.  The new bill was examined by the NYT for its impact on various income groups. For people making over $50,000 over 80% get a cut in taxes, about 10% see no difference and the rest see increase in taxes. This goes up by a few percentage points to 84-85% in cuts for people making over 200,000 to $ 1 million, and drops to 80% for over $1 million incomes. About 20% see an increase in taxes for incomes over $1 million.  As evidence of how the tax bill impacts in greater detail this is not provided by the NYT, and shows that the impact of the bill is still not fully understood.     ...

This report in WSJ says president Trump's trade policies have flopped so far. Part of the reason are Mr. Trump's tax policies which acted like a stimulus to the U.S. economy at a time when the world economy and China were slowing, even though this created a large fiscal deficit. Increase in interest rates by the U.S. Federal Reserve increased the value of the U.S. dollar against other currencies making imports cheaper. The Trump tariffs are in play in negotiations with the Chinese government, and the WSJ argues that Trump's tax policies are in play too. Not that the Trump threat of tariffs has not accomplished its initial intent of getting China to the negotiating table in a serious way for the first time since it joined the WTO, and reminding it of its WTO obligations and obligations for maintaining a level trading field free of state sponsored subsidies to reduce competition. Economists argue this proves that the trade deficit is influenced only by macro or larger economic influences such as the strength of your currency and demand for imports. In the long run the Trump tariff action may work, yet the tax policies may prove inconsistent in increasing the fiscal deficit without producing gains in investment in infrastructure and other vital areas of investment in the economy that would provide benefits to society. ...

Agriculture Secretary Tom Vilsack of Iowa is one of the key people pushing for reviving Rural America. He has served as Agricultrue Secretary under a previous Democratic administration but lacked the resources for programs to keep young, aspiring and new would be farmers attracted to rural America and to farming. He sees the loss of 544,000 farms including small family farms in America since 1981 as a loss for rural America. He is now in a position to make a difference with $60 billion in funding in the Inflation Reduction Act. A former two term governor of Iowa 1999-2007 he is familiar with rural conditions in America's heartland and in agricultural states from Wisconsin and Minnesota to Nebraska and Colorado, from North and South Dakota to Missouri. Vilsack who has the ear of president Joe Biden says the loss of small farms has weakened rural America and wants to stop the bleeding. Lydia Phillips of NYT shows how billions of dollars of spending is now targeted at helping small farms plant a variety of crops that have more cash value than soyabeans and getting these to the market. A lot of the $60 billion goes to large farms for conservation and renewable energy. Vilsack is working hard to make it work for small farms and people in rural America, including generating many sources of income that includes money for renewable energy generated on small farms. ...

When Daniel Henninger of WSJ Editorial Board says in the adjoining article/video that to get anything done with something like the current split Congress a newly elected Republican president would have to operate by executive orders and could get little done, he is referring to the stalled Ukraine aid legislation in the US Congress after passage 70-20 by bipartisan vote in the US Senate. Legislation is stalled in the 2022 newly elected US House of Representatives with a group of Republican Congressmen called the Freedom Caucus seeking to block all legislation if it does not get its way. The now famous line "dead on arrival" line of Speaker Mike Johnson of Louisiana for legislation passed in the Senate for Ukraine aid. Pew Research looks at the change in the House and explains. It says about 49 members of Congress are part of or aligned to this group. About 71% or 35 of 49 members have less than six years of experience which includes 9 freshmen, compared to 58% or 100 of 173 Congressmen of all other Republican members of Congress. And two thirds of Freedom Caucus are from the South compared to 46% of all other Republicans in Congress. It is striking that only three are from states such as Wisconsin, Illinois and Pennsylvania or a mere 6% for Northeast and Midwest.  ...

Laurent Berger is the likely candidate for bringing together all social democratic and socialist parties in France.  French Socialist parties and leaders Melenchon, Glucksmann, and others in Greens party join together to contest the Assembly elections June 30, July 7. This means the socialist parties have finally made the decision to come up with ways to tackle the cost of living crisis, loss of manufacturing, lack of investment in infrastructure that can make a difference in the daily lives of working people. This was missing in Macron's plan as En Marche was built by Macron based on his detecting an opportunity during the last year of Socialist Hollande's term in 2017, not with a well thought out plan for renewal in France. The years of the presidential first and second terms did not work from a plan to tackle the issues facing working class families and benefitted as much from the alienation that had driven working class votes in different directions from the failures of Socialist or Social Democratic leaders. This happened in Germany with Scroeder, in Britain with Gordon Brown, and in France with Hollande, in the US with Clinton and Obama. The path that president Biden has taken to invest in infrastructure with bipartisan support, to invest in manufacturing with bipartisan support is what the Social Democratic and Socialist parties in France with bipartisan help now need to take up. ...

This Editorial in Le Monde says the French president faced a contradictory challenge he did not quite resolve and which gets worse in his second term. He has called for dissolution of the National Assembly as a result. That challenge was to reduce he far right vote but he had done little to implement a policy that would remove the causes of people supporting the far right. It is not only immigration. Immigration has also been tackled across Europe by agreement across all parties to keep out migrants. The lingering issues of worker discontent stem from struggles to make a living during cost of living crisis, and this is true across Europe and also in the US, even in India in the last elections. The other issue is loss of manufacturing that has led to deindustrialization and affected standards of living across Europe and the US. Small and midsized towns in France and in Europe have suffered from the stress of loss of manufacturing and public services without the local revenues to build better living spaces and communities. The policy to reverse this has started in the US, and requires more investment across Europe in infrastructure and public services, timely delivery, so that people across France and Europe can see the results in their daily lives. This then is the challenge for France, and for Germany, and for Europe. It is also the challenge in the US and in India. ...

How much longer must New Yorkers wait for government to partner with private industry for the NY subway system to be rebuilt, in the state that is where the Erie Canal was built in the nineteenth century in the first wave of the Industrial Revolution? The Erie Canal was built in 7 years for $7 million as navigable waterway with locks for elevation of 350 miles from the Hudson River at Albany to Buffalo and Lake Erie. It opened up the vast hinterland and granary of New York state and connected it to New York City, from the Atlantic to the Great Lakes. ...

The European Union goes forward with $39 billion for Ukraine aid. The aid is backed by interest from the $300 billion in Russian assets in Europe frozen when war began. Another $15-20 billon is expected from the US when legal questions about frozen Russian assets are resolved- the US asking for a 36 month review of sanctions to replace 6 months in place in 2024. The European Union offices in Brussels have done a poor job of communicating how the EU is  aiding Ukraine with its own resources. Lyrarc.com had to point out that Ukraine aid from EU was about twice that of the US at about $200 billion compared to about $95 billion for the US. Former president Trump stated that this was just the opposite the US spending twice what the US was spending. Media in today's world means little or nothing because it operates highly fragmented and organically outside the control of any particular source online, television or print. And established sources apart from bias are spread so thin many important matters for the betterment of people's lives or giving a true picture from which to make observations, are left to wither or distort. The highly formal  corporate environments of the EU are impervious to the outside so that institutions such as the ECB, European Union headquarters are out of touch with the people worldwide.  ...

This report in WSJ shows how Mexico is planning to receive hundreds of thousands of migrants returned back to Mexico by the DJT administration in the US. The deportation program has led to a 90 percent drop in jungle border crossings across Panama into Mexico from Central and South America. Migrant entry from other countries is also expected to drop similar to this. Previous Mexican administrations allowed the flow of migrants through Mexico from Central and South America helping create the problem of illegal migration to the US of such large numbers of people, without carefully looking at the consequences of such policies. This happened also after World War II leading to president Truman appointing a Commission on this issue in the waning days of his administration and the Eisenhower administration putting the Attorney General in charge of the Operation Wetback in 1954 which returned about 1 million migrants back to Mexico. At that time as happened in 2024 the US was no longer able to cope with flow of such migrants across borders. US legislation has fallen behind the times in addressing immigration issues and this has placed an inappropriate burden on the American people. Bipartisan legislation has to be done as was agreed by Biden and Senator Lankford on the US Congress Republican side, with changes that DJT Republicans sought to have in that bill on numbers of entry and other points. ...
