Senator Manchin is elected from a state West Virginia, that is the second largest producer of coal in America after Wyoming. This matters with a 50-50 vote US Senate. Manchin is not in favor of a part of the Biden $3.5 trillion families and workers plan which calls for meeting challenge of climate change by speeding the conversion from fossil fuels to clean energy. The clean Energy Performance Program with $150 billion in spending would provide federal funds to energy companies to speed up the conversion. At the COP26 climate change conference in Glasgow the US faces the problem of meeting its own commitments to address climate change as it seeks commitments from China, and India, two major coal users.

Rex Tillerson, the U.S. Secretary of State, tried to tamp down the stressful situation by saying that no action is planned. The U.S. insists it is open to negotiating, but the condition is North Korea putting the ending of its nuclear weapons and missile program on the table. The North Koreans have conveyed their opennesss to negotiate at a meeting in Manila, objecting to the U.S. "hostile" policy as an obstacle.    ...

The European Union was faced with a baseline tariff of 10% which after slow progress on negotiations is up now to 15%. EU frustration is evident in this story in the WSJ. But this could also be just a negotiating tactic of the EU. Bottom line the EU needs the US as Germany faces an assertive Russia. Germany is aware that France and Britain are further away than Germany from Eastern Europe and Russia.  Under chancellor Merz there is  much more rapport with the US than ever existed under the Merkel government or the Scholz government. Merz has disagreed with the sale of stake to COSCO in Hamburg port and many decisions from the Merkel period on immigration, being more aligned with the US in spirit. This was evident in the visit and meeting of DJT with Merz at the White House. DJT says even of Starmer of Labour that "I like him a lot." This could easily be said about the relationship between DJT and Merz. The decision by DJT on Patriots to replenish German supplies and by Merz to finance this and shift Patriots in Germany to Ukraine is a clear example of the path chosen by the two leaders for cooperation. German decisions will be driven by Merz in the direction of economic cooperation with the US with none of the condescending attitude that Merkel and even Scholz showed towards the US out of a lack of grasp of what is happening both inside Germany and the US, the need to rebuild the US and Europe after the trade disasters and lack of investment in the home base of 30 years. ...

Each year the amount of forestedd land that is cleared- mainly for cattle needing pasture land- releases the equivalent of greenhouse gas emissions of 600 million cars. Since 1961 methane gas emissions from cattle has increased significantly. This is one of the findings in a report published by 100 climate change experts for a UN body. Loss of peatlands in places like Indonesia is also a problem.  A half a billion people already live in desert. And land is being lost a hundred times faster than it is forming due to changes in weather patterns.  People migrate when weather fails as has happened for central American farmers migrating to the U.S. creating social and political problems in North America. A major issue in climate change is agriculture.  Increasing the productivity of land, reducing food wasted, persuading more people to eat healthy vegetables and less meat, reducing land lost to desertification, erosion and seas, are all actions that can be taken now say these 100 experts from 52 countries meeting in Geneva. The IPCC or Intergovernmental Panel for Climate Change does these reports to give people some idea of what actions to take to reduce the impact of warming that threatens livelihoods of millions especially in Africa and India, as well as other parts of Asia and Latin America. Developed countries are likely to feel the impact from migration which is dividing their societies politically and socially. As one expert from Aberdeen puts it people don't just stay where they are when drought conditions hit their areas, they migrate. ...

On the realization of India's potential in manufacturing, exports, and industrializing its economy, Sitharaman says-India's strength is its rule of law, so that the country is tolerant of criticism including of the prime minister, and there are democratic institutions that protect ordinary citizens, the business and other sectors. Also important is friend shoring as expressed by US Treasury Secretary Yellen alongside Sitharaman, that sees India as a favored destination for the US and the EU. The efforts to develop first rate infrastructure and logistics removes impediments to foreign investment. Training and education of workers is part of this effort to create a supply of trained labor for foreign investment factories in India. The competition between states is also part of this effort to build attractive locations for foreign investments in manufacturing in India. On 20th century financial institutions transforming into 21st century institutions for the IMF, the World Bank and other international financial institutions Sitharaman says- India has full support from all G-20 countries on debt crisis of countries in Asia and Africa, Latin America to change the way in which help is provided. And the skills are put in place to access financial markets on terms that help meet the aspirations of the people in poor countries or middle income countries, including some G20 countries such as Argentina. Sri Lanka she says, is an example where India is the governor and representing the country at the IMF and World Bank for its financial needs. India took up the interests of Sri Lanka with the G20 and the US, so that the loans are not delayed or given in ways that lead to the country exiting the program, unable to meet the aspirations for development of its people. Sitharaman says the G20 found complete agreement on 15 issues facing the world out of 17 issues, these two related to the war in Ukraine and that too from only 2 countries. This suggests that the media focus creating a general perception of lack of unanimity does not reflect what happened at the G20 meetings in India, and is distorted. What really happened is that all countries agreed on the substantial economic issues facing the world- of food insecurity, of development needs, and of climate change impact.  Sitharaman's responses showed optimism based on the hard work put in at the Finance Ministry and connected to all ministries and agencies of the government. And of a resilient attitude, of concentrated effort on the issues facing India and its partners in growth in the US and EU.  ...

The British public is very conservative when it comes to reopening. 73% support prioritizing the health of citizens only 17% say prioritize the economy. At the meeting with Gove, Sunak Raab and Hancock, Mr Johnson stepped back and reversed any plans except for mild reopening- giving people more time outside for exercize, opening limited locations such as garden centres and advising strongly to wear masks on public transport. Both Johnson and Dominic Cummings his adviser had coronavirus, and Johnson spent some time in ICU. They know the impact of the coronavirus from their own personal experience.  For Johnson there is only one chance, Tory senior advisers say the public will forgive mistakes going into coronavirus, but will never forgive mistakes getting out of cotronavirus. He told Keir Starmer of Labour in parliament that he bitterly regrets what has happened in nursing homes. The scientists have warned him that the staff at nursing homes could seed communities once again. And that the coronavurus R ratio (1 being the level it starts growing again) could go up back to 1. This is the situation on May 10 as Johnson prepares to speak to the nation on Sunday at 7 pm, as he shifts to "maximum caution." ...

This marks the D Day celebrations for the US in World War II to be held on June 14, Saturday. The president DJT referred to this in his remarks in the White House with German chancellor Merz. It is not just Army Day but the entire war effort under FDR that won World War II under Generals Eisenhower, Marshall and Patton on the European Front against the Nazis occupation of Europe that is being celebrated. DJT again referred to it in an Oval Office meeting on June 10 on the situation in Los Angeles.  Even German chancellor Merz called it Liberation Day for Germany from the Nazis. The Weimar democracy did not survive the years of French imposed high war reparations and hyperinflation leading to the Nazis taking over. US Gen. Pershing was clear that no Armistice should be signed that the war should end with the complete defeat of the Kaiser in Germany and this would have given the US a role it lacked in a final peace settlement that allowed Germany to build a democratic process to replace Prussian militarism. ...

Macron took up the challenge of not enough attention being given to Le Pen's ties with Russia and her position of skepticism when it comes to the European Union and climate change. "You are dependent on the Russian government and you are dependent on Mr. Putin. When you speak to Russia, you are speaking to your banker." Le Pen says she had taken that loan from a Czech-Russian bank only because French banks refused to lend to her. "I'm absolutely and totally free woman." The candidates also clashed over Le Pen's proposal for banning Muslim women from wearing headscarves. Le Pen described the veil as "a uniform imposed by Islamists." Macron sad that such a plan would violate France's secular rules and would trigger "civil war" in a country that has the largest Muslim population in western Europe. The Fench colonoized parts of North Africa during the period after 1830, with French colonies in Algeria, Morocco and other parts of the region, leading to immigration from this part of the Arab world. After a series of terrorist incidents the French public lost patience with Islamist tendencies leading to a general swing to the right in French politics including Macron. Yet mainstream parties such as Macron's continue to support France's secular values. The traditional parties from the period before Macron such as the Le Republicains of the De Gaulle period in the sixties and the Socialists from the Mitterand period (1981-1995) both failed to win more than 5% of the vote in 2022 showing the many changes happening in France.  During the Macron period as president Yellow Vest protests brought up the issues of working families having a hard time making ends meet. Macron has responded to such protests with some aloofness but also with a tendency to organize town hall meetings to listen to people express their frustrations.  France has established a stronger welfare state than the US and Britain, and for this reason issues related to the dislocation of smaller towns because of the shift of manufacturing to China are part of the general trend that had affected both the US and western Europe, requiring a more unified response. This now takes shape with the renewal of manufacturing in the US and all the western European countries. Candidates with platforms such as Le Pen's to provide relief for the current surge in the cost of living could offer temporary band aid solutions but not address the root causes that require a renewal of French manufacturing and bringing good jobs home or closer to home. The will and aspiration to bring a next generation industrial revolution to France and Europe is the kind of solution that is needed, one that would revive towns and communities across France and across Europe. Much of the technological capabilities are there in Europe, needed is the will and aspiration.  ...

President Trump on a three day visit to the UK promised a free trade deal with Britain if it made a decisive break with the European Union. Such a free trade deal could take years, offer small benefits compared to the loss of the much larger trading relationship with the European Union. It would face hurdles in passage through Congress because Democrats controlling the House of Representatives see a decisive break with the European Union including the customs union arrangement as affecting the open border in Ireland risking the hard won peace in Northern Ireland.  Prime Minister Theresa May proposed a withdrawal arrangement that would keep the customs union arrangement but has failed to secure the support of a faction within her Conservative party that favors a decisive break from the EU. Such a break that Mr. Trump and Boris Johnson the leader of this faction -and a favored candidate to succeed prime minister May after her resignation- would reduce Britain's GDP over the next 15 years at the higher end of the range of 0.1% to 9% a year. A decisive break called a no deal Brexit with no arrangements or agreement for withdrawal with the EU, would lead to a loss closer to the 9% estimate. British experts to the EU are about $275 billion or 44% of its total exports compared to about $44 billion to the U.S., according to HMS Customs source, showing how important it is for Britain to maintain a close trading relationship with the European Union. British farmers would also face competition through agricultural imports from the U.S. in a free trade deal. During his visit Mr. Trump also stated the National Health Service, everything would be on the table in a free trade deal with the U.S.  Theresa May responded by saying that the NHS would not be open for negotiation to American corporate involvement. Public sensitivity is high on any change to the National Health Service. The trip of president Trump to London in which he supported Boris Johnson as candidate to succeed Theresa May, with discussions between Trump and Johnson for 20 minutes, and a visit by Nigel Farage to the U.S. embassy, and no meeting with Labour party leader Corbyn, only shows the widening of differences on the issue of British withdrawal from the EU making any deal for withdrawal even less likely. Labour party leader Jeremy Corbyn now favors a second referendum on whether Britain should leave the EU.  ...

This Weekend Essay in The Times by Tom McTague looks at the European Union skepticism about the US after the failure of three administrations under Bush, Obama and Trump to extricate America from wars,  concentrate on building its infrastructure and manufacturing, renewing the lives of workers and families that were neglected. That skepticism came from administrations in Europe that also failed the Europeans in much the same way with the neglect of infrastructure, manufacturing, and little done for climate change under Schroeder and Merkel, Sarkozy, Hollande and Macron. The dependence on China for manufacturing and on Russia for energy for the EU and Britain made the situation even worse than in the US.  Al this has changed with the election of president Biden in the US, and Scholz with Habeck- Baerbock in Germany and with the recent elections in France upholding workers and families, acting on climate change. A false idea is presented about the Europe vs US and dominance as each is part of the free world alongside India, Australia, Japan, South east Asia, Latin America, French and English language Africa. This is why one has the G7 and G20 with countries like Argentina, Brazil and Indonesia critical parts of the free world. It is the ignorance of many officials in the EU more than the sentiments of the people of the free world in all these countries that leads to these false ideas about which country is dominant and skepticism - none are dominant it is through the unity of all and a shared vision in international rule of law, fairness, humility, respect for poorer nations. It is this that Kipling talked about in his poem "Intercessional," the lines repeatedly calling for the Lord's grace and for man to merit that grace with "a humble and contrite heart." It is also the spirit that so recently Mohandas Gandhi grasped and put forward for India and the world. Europeans talk about dominance- think about this for a moment, Gandhi merely asked for the right to move freely for Indians and Asians including Chinese at a meeting in 1908 where he gave a speech. The speech was on May 18, 1908, at the YMCA in Johannesburg and it debated the question "Are Asiatic and colored Races a Menace to the British Empire."  Not a word of ill will was uttered by Mohandas Gandhi even when talking about segregation in the speech. It is a humble and contrite heart that the Lord listens to. Both India and South Africa found a way out in a different way with faith in a higher authority, that even the British had not failed to address as Kipling clearly shows. ...

This story about companies in Australia that have tried a four day week shows employees using two mini weeks working Monday and Tuesday, taking off Wednesday and back to work for Thursday and Friday. It shows employees planning their Mondays and Tuesday miniweek in such a way that they can handle important work and meetings ahead of time. They come back recharged and renewed on Thursday, with Wednesday as the day to break up the work week in two. This has increased productivity at these companies. This is also a useful idea for older employees who work part time and work past usual retirement ages of 60 or 65 years as longevity increases in many countries. This enables retaining the vast experience of older workers in the workplace and promoting the health of older workers by keeping them active. As Japan, the U.S. and Europe and even China become aging societies this is becoming ever more important.  For worker on five day weeks this offers creative ideas to have a four and half day week giving workers a morning off or an afternoon off to recharge with sports or recreation activity or exercize, then coming back to work recharged in the afternoon. Other variations can also be used which promote productivity and employee satisfaction to get more of the most valuable work done more effectively and with enthusiasm, pushing less important work and time wasting out of the way. Employees generally would take charge of their work day and come up with creative and efficient ways of organizing their mini work weeks. ...

Patrick Chovanec of Tsinghua University, says the loan target for 2011, though smaller than 2010, will still be over one and a half times the money lent in 2008. Stephen Green, head of research for Standard Chartered, says if anyone is printing money, it appears to be China's central bank, not the US. During a meeting of the Central Economic Work Conference in Beijing goals are being set for the next 12 months. One expert predicts the governmet may set official targets of 4% inflation (it is running at about 4.7% at this time) and 6.5 trillion yuan of lending in new loans in 2011, compared to 7.5 trillion in 2010. Carrie Lam stated China was too conscious of Hong Kong and China's international reputation and was pursuing "the long game," in dealings with Hong Kong protesters and its relations with the U.S. and Europe. This approach sees the need for China to create a positive image as it seeks to settle the trade dispute with the U.S. that hurts China's efforts for improving the standard of living and continuing its modernization. This means keeping relations with the European Union on a good footing as it pursues tit for tat tariffs and resumes talks with the U.S. without giving up what it sees as its sovereignty for industrial policy and trade matters.  A new sign of this is changing the focus of Hong Kong protests from the Chinese government to Hong Kong tycoons who China says have created the housing shortages through their policies. By not releasing land they own for building new affordable housing and driving up prices because of the greed for returns the tycoons in real estate are asked to take some of the responsibility for the mess in Hong Kong and anger of protesters. The social and economic tensions have contributed to anger of protesters for which the government has become a easy target says China as it looks for ways to tackle the issues underlying the protests and separate the negotiable issues from the issue of "sovereignty" or China's right to decide its internal affairs. In the light of the Communist party's struggles against European colonialists and Japan's Imperial Army, "sovereignty" is a sensitive topic in China.  As part of this approach Carrie Lam, Hong Kong leader held a Chinese version of Town hall meeting to listen to the complaints of Hong Kong leaders for the first time after weeks of protests, to let people vent out their feelings and complaints.    ...

Xi Jinping is said to have brought up the collapse of the Communist Party in Russia under Gorbachev in a closed door Dec. 2012 meeting of Communist Party officials in Guangdong province. A summary of comments obtained by the media shows Jinping bringing up the situation in Russia, where he said the "ideals and convictions wavered," the system suffered decay, the military and the party went in different directions, leading to collapse of the Communist party system. In Jinping's words it took only one word from Gorbachev for dissolution of the Communist Party, and nobody else came out with a different view. Jinping faces several challenges- tackling corruption in the party, making changes in the economy that move it in a different direction from the dominance of the state owned enterprises, improving the condition of people left out by the economic boom from unemployed students and migrant workers to people in rural areas.

The 1985 hit "Small Town" by John Mellencamp is about Seymour, Indiana. Republican State Representative Jim Lucas says the city of Seymour welcomes immigrants legally here who are properly vetted. The concern is about migrants not vetted and not legally here. At a recent city council meeting Lucas attended it was decided not to go ahead with an economic development agenda. Says Lucas- “However, Seymour has changed drastically in just the past few years, and many of us are obviously concerned about the direction we are headed,” he added. New immigrant cases or migrant arrivals for Jackson county, Indiana, where Seymour is located went up to 435 in 2024 from 66 in 2021. It is at that point that the welcome center idea ran into opposition in this small town in Indiana, an hour from Indianapolis population 21,000 in Jackson County. As the town's population mix changes - it was 1% Hispanic in 1990, then 5% Hispanic in 2000- jumping in two decades of Bush-Obama-Trump-Biden to 25% Hispanic, questions besides economic about the sense of uneasiness of resident came up. Also of cultural literacy of the state of Indiana, and of the history of the state within the Union forged by Washington and Lincoln, FDR and Eisenhower, and of Wendell Wilkie of Elwood, Indiana. Unemployment rate for Jackson County is 3.3%, median income $63,000, home ownership 57%. Issues were not about the economy alone, and about how many immigrants could be absorbed and the cultural and language literacy of arriving migrants. There were issues about the perceived crime rate (metrics show traffic related offenses were up), and about drawing too much of the school's resources as English learning went up slowing learning in the schools. In an earlier interview with the Sun newspaper, Mr. Trump said he disagreed with Theresa May's approach to Brexit and called it "turmoil" that Boris Johnson had resigned as Foreign Secretary. He went on to say that Boris Johnson would make a great prime minister, that May's handling could "kill" a trade deal with the U.S. At the meetings and press conference Trump reversed this and called it "fake news" as it did not tell the whole story and his positive comments. Improving business conditions and lower unemployment are helping president Macron of France recover from a drop in popularity following the yellow vest protests. Macron tackled the crisis by changing his style of governance from top down to a listener style with regular town hall meetings and meetings with people who were critical of his government. Recent poll from Elabe shows 33% approve of the French leader compared to 23% in December 2018 at the height of the yellow vest protests. The yellow vest protests were from people who felt left out at the lower end of the wage scale who were protesting increasing inequality. Macron also offered minimum wage earners billions of dollars and shelved his economic agenda till he had a better grasp of the French public's opinions. The recovery in the economy means Macron has more flexibility in taking up priority items in the national agenda. The French pension system is fragmented with about 43 different plans, with some plans for transport workers offering generous retirement by age 52. The system is also likely to go into deficit of 10 billion euros in 2022. Brazil has run into major economic crisis from generous pension plans taking up a major part of the budget. Macron wants to increase the number of years people work before they collect pensions, not just increase the retirement age of 62. Most major European countries are at 65 years retirement age, the U.S. is at 66 years. Transport workers paralysed the nation's transport system including subways and bus systems recently to keep their generous benefits. Macron sees himself as promoting a national agenda similar to India for GST, and other countries tackling shortfall in pension systems by increasing the retirement age, even though in the short run people who benefit from the old system oppose it. By addressing grievances at the lower wage levels and tackling glaring issues in the way benefits such as pensions are distributed Macron can win enough support to offset the opposition of entrenched groups. Lawyers will see their pension contributions double for lower benefits and are opposing the pensions overhaul. For decades workers in different groups or sectors took to the streets in protest making any changes even if well thought out and in the national interest hard to make in France. By taking on entrenched groups tactically and first letting the groups express their sentiment before announcing top down changes, and by being an empathetic listener, Macron is showing that he has learned a lot from the past year without losing his sense of what is best for France. It just maybe that in the short run there is an offset gaining some support from neutral groups and losing support of entrenched groups. US president Biden makes three nominations to the US central bank, the Federal Reserve. Lisa Cook's nomination to the central bank is confirmed in the Senate 51-50. Following the appointment of Lael Brainard to the central bank as vice chairwoman, president Biden has nominated Cook, the first Black woman on the Federal Reserve board from Michigan State University. He has also nominated Mr. Jefferson of Davidson College to the Federal Reserve board. A fourth nomination is of Michael Barr, a law professor, as the Federal Reserve's vice chair of supervision.
