The talks were held in Hanoi, Vietnam. Kim agreed to close down the Yongbyon nuclear complex, but the country has also 2 other facilities where uranium is enriched. Kim wanted to keep these other facilities and not offer the entire nuclear facilities.

Here the NYT answers questions about the Panama Papers- what they are, who is shown to have used the tax havens to avoid taxes, and what this all means. Politburo members in China, relatives of president Xi Jinping, close associates of Mr. Putin of Russia, prime minister Cameron's father, the new head of FIFA, the head of Transparency Chile, president Mauricio Macri of Argentina, prime minister Nawaz Sharif of Pakistan, President Petro Poroshenko of Ukraine, are some of the figures mentioned by the NYT. An unnamed source tapped into the files of offshore law firm Mossack Fonseca in Panama to collect 2.6 terabytes of data or 11.5 million documents that contain this information, and gave it to a German newspaper Suddeutsche Zeitung about a year ago. These papers were then shared with the International Consortium of Investigative Journalists, and 100 news agencies including The Guardian.

The young people in Venezuela increasingly question continued support for president Chavez. About 7.5 million Venezuelans ages 18-30 make up 40% of the electorate. Chavez has won elections since 1998, and has setup a network of youth support. Yet there is now voter fatigue after Chavez's 14 years in power, and this election is being vigorously contested by opposition leader, Henrique Capriles. Voters are increasingly looking for an alternative, and an economy that creates jobs and new opportunities beyond the social welfare state supported by oil earnings offered by Chavez, especially the 42% of the working population in the informal sector. One voter puts it succintly saying what Chavez has to give has already been given, and Venezuela's future lies in a different direction. A new direction would better integrate Venezuela with the global economy bringing in new technology and foreign investment. In addition it would include efforts to enlarge the middle class and improve conditions for the working class, as Brazil has done....

U.S. Defense Secretary Panetta says the U.S. will hand over provinces to Afghan government forces and complete the transition to a training role in 2013. This is part of the withdrawal of NATO forces and comes after France's president Sarkozy proposed reducing France's committment in Afghanistan. Panetta said he would tell NATO partners- "We all went in together and we will go out together." This also fits in with the changing picture in the region, poor relations with Pakistan, sentiment in the U.S. and Europe focussed on the economic crisis, and direct talks with the Taliban for a post-NATO settlement of the conflict.

The Berlin conference in 2020 on Libya is an effort taken seriously by chancellor Merkel and French president Macron, supported by president Trump, for an "inner-Libyan reconciliation process" with "a sovereign Libya" that would prevent another larger large scale emigration to Europe from North Africa. On one side is a UN backed government of Mr. Fayez Sarraj, that controls Tripoli and the west and on the other a group of Militias under Mr. Haftar that controls the south and east.  Various foreign powers are fueling the conflict and the goal is have them disengage and drop support for their faction- Turkey for the Tripoli government and the Saudis and UAE, with Egypt, Russia supporting the rival government. All hope to gain influence, for what that means, at the risk of large scale refugees and further destruction, and dislocation of European unity through large scale emigration to Europe. It is almost like the Thirty Years War when Sweden, Austria, and the French fought proxy wars in Europe in other countries mainly in German states and central Europe. That period? - 1618-1648, losses of 8 million dead from wars, famine and plague, with loss of 20% of the German population. What started as Catholic- Protestant ended up with Austrian Hapsburg- French rivalry wars, today local religious factions conflict with secular factions ending with rival power conflict.  The foreign policy expert for Merkel Mr. Hardt says "it is key to the further stabilization of North and West Africa. If we succeed in leading Libya into a peaceful future, it would be a milestone for the entire region." ...

This opinion by Mr. Swain, editorial page writer at the Wall Street Journal says it is regrettable that the expert class in America has failed to acknowledge its errors or conduct self-criticism. A new generation of journalists, think tank authors, and experts, will soon replace the old. They, he says, will make a fair assessment of the Trump years and look at their forerunners as acting in crucial moments, as idiots. He offers an alternative view of lockdowns as hurting the economy and causing a sharp recession in which people had to go without income, and some even hungry. To support this he says many parts of the country did not lock down and managed to keep hospitals running fine. The real reason for Trump's election being that the Clinton-Obama Democrats had neglected working class interests and sent jobs overseas, and the Democratic party had shifted far from its working class base. That there is much for reflection in both political parties is stated in this view as the Democrats rush to a second impeachment Feb. 9, after president Biden has setup his new administration, and in the middle of a national emergency pandemic.   ...

Kristof of the NYT says the narrative about Hillary Clinton being dishonest is clearly overdone and inaccurate. He says the gaffes about the use of personal email server have unfairly created a distorted narrative. On changing positions on trade and minimum wage- this happens frequently with all the candidates. Some are glib enough for not being noticed, Clinton not a natural politician drawing attention. On Libya, and on Syria, Clinton is blamed for the President's errors and not given credit for pushback in league with Panetta, Gen. Kean and Gen. Jones, that has influenced changes made in 2016, and the president accepting blame for errors. In this instance Clinton has been far from shifty by publicly allying herself with Leon Panetta's position in "Worthy Fights," and Gen. Jones's remarks. Far from having erred on Libya and Syria policy, Hillary Clinton, like Chuck Hagel and others in the administration including Joe Biden, showed exceptional patience in dealing with the president, national security advisor, and McDonough in policy matters- when they were right but the country was weary of what were seen as futile global engagements in remote areas setting too high a bar for any action. Clinton rightly described this as a pendulum swinging too far in the opposite direction after the Bush/Cheney years. On young women and being "progressive" Hillary Clinton is from a older generation that experienced the kind of discrimination that young women fail to grasp, according to a recent analysis of University of Massachusetts polling survey results cited in the Washingon Post. A PolitiFact Pulitzer winning fact checking site shows 50% of the Clinton statments are either true or mostly true, compared to 49% for Bernie Sanders, 9 percent for Trump, 22% for Ted Cruz, and 52% for John Kasich. ...

Israeli prime minister Netanyahu retracts his statement about rejecting a two state solution in an interview with Andrea Mitchell of NBC News. He says he meant that it was not possible under the current conditions with terrorism in the Middle East, Iran pursuing a nuclear weapon, and the Palestinian Authority having an alliance with the militant Hamas movement. In 2009 Netanyahu said he supported a two state solution in a speech at Bar-Ilan University, and the statement before the election was meant to bring out larger number of right wing votes. Of the approximately 411,000 deportation cases at the U.S. immigration courts for deportation of children of illegal immigrants only 593 illegal immigrant students had received relief by halting their deportation by June 2012. This came as a big surprise showing how little the Obama administration had done to help children of illegal immigrants. In its response to the administration the Republican party hoped to reach out to the Latino community and Hispanic immigrants with its own initiative. Senator Marc Rubio of Florida was ready to introduce a bill helping illegal immigrant students by giving them temporary status. At this point President Obama issued his executive order ending deportations for about 800,000 immigrants who came to the U.S. illegally as children.
