Chinese diplomats overseas are trying to engage with the U.S. and worldwide public on China's progress.The emphasis is on China's peaceful rise and how it has benefitted other countries- with lower cost products expanding the buying power of the world's consumers, creating commodities demand from Argentina, Brazil and other countries, aid and infrastructure building in Africa, and expanding its own middle class to create markets for industrial goods from the U.S. and Europe. This comes as prime minister Abe of Japan is disseminating Japan's story of "Japan is back." Japan points to the increase in the military budget of China and the need for dialogue with Japan.
