Questions raised about the government's committment to serious health care reform. New leaders of China who took power in 2002 and 2003 with concern for the poor, did not put discuss reform till 2006 and during this crisis there isn't the urgency that is needed. Recent documents, says the Economist, that were circulated secretly within the bureaucracy for 3 weeks before being made public, provide no clear target about how much people would be reimbursed for medical treatment. The other concern is that the central government provides only 40% of the 850 billion yuan allocated for additional spending on health care in the years 2009-2011. This is about $125 billion. Burt local governments may not be keen on spending on health care as officials are still judged by how much they can boost employment and GDP growth. Over three years the central government's annual share of the additional spending on health care of 850 billion yuan is 111 billion yuan, according to Caijing, a business magazine.But the 2009 budget on health care is 118 billion yuan, so its not clear that things add up. The central government's additional spending in each of the 3 years is only $16 billion. How this can provide help to the 200 million uninsured, the insured who still pay a large amount for health care, and pay for essential pharmaceuticals on a list prepared by the government, and pay a portion of the expensive diagnostic tests that hospitals like to make money from, is not clear. The whole system will have to be overhauled so that hospitals do not have the incentive to prescribe these expensive tests and pills that cost more. The government says it will be 2020 when 90% of Chinese are covered by agovernment financed health insurance system- 11 years away. This only means that domestic consumption may remain depressed for a decade or so. With export markets collapsing, this leaves China dependent on infrastructure spending for growth for a long time, and lower growth rates with higher unemployment. ...

Congress supports Ukraine, as DJT looks for ways to improve relations with Russia as a nuclear superpower, and find ways to bring both sides closer to end the war without success. Following the Alaska meetings a few signs of progress but not enough to reach a settlement of the war as Russia seeks to keep territory in the east and Ukraine looks for security guarantees that Russia has not yet agreed to. Germany under Merz ramps up its defense forces as the US seeks to avoid involvement in a conflict in northern Europe.

Real tariffs are less than 12% of imports much lower than expected because of exemptions and tariffs announced and later dropped, CEO's have said that the impact of tariffs is much less than expected, and some say the worst is behind us. The administration of DJT and Treasury Secretary Bessent has shown much more flexibility and responded to the stock market declines in its tariffs posture. Bessent says the purpose of tariffs was not the revenues itself but getting other nations to play by the rules for fair play in world trade, rather than try to take the largest share of trade for their nations in the case of China, EU, Canada, Mexico and Japan which have all profited from unfair trade practices. The perception of tariffs is now changed.

Parmeswaran Iyer headed two of prime minister Modi's favorite projects, one for ODI free India through the Swachh Bharat Clean India Mission, and second the Jal Jeeven Drinking Water for All mission. In both he has performed admirably. He is an IAS officer from 1981 from Uttar Pradesh batch and worked with the World Bank water initiatives from 2009 when Modi brought him back to India for Swacch Bharat Mission. Har Ghar Jal to bring water by tap to every family in India is an exceptional achievement of Modi and Iyer.  This report in Hindustan Times shows how hands on Iyer is, as it says Iyer cleaned a toilet pit during one visit to Telengana state in 2017. The behavioural transformation India experienced under people like Modi and Iyer takes India back to the days of the Gandhi Ashram on the Sabarmati river in Ahmedabad. Gandhi's activity there including a form of Swachh Bharat Mission in its pioneering days in the 1920's setting the form of activity that was not forgotten and brought back by Modi and Iyer one hundred years later. This has touched the lives of hundreds of millions of Indians today in the way Gandhi's ideas touched the lives of hundreds of millions in the 1920's, bringing dignity and grace to the faces of 1.4 billion people and providing an example for the extended neighborhood to Indonesia for close to 2 billion people. ...

Cost of living that hurts the needy and middle class the most. As Applebaum writes about Housing costs Trump has no plan, Harris is willing to put government resources into it. Republicans have their hands tied by a hands off government that is supposed to do nothing and hope everything will work out. That is without corporate housing company greed in a system that doesn/t work -they set the prices too high. As Kristof writes about in the NYT the Republicans will not support paid marital leave, will not support child care assistance, will not support cuts to high pharmaceutical costs, making healthcare unaffordable even to the middle class not to speak of the lower income working class. And will not support investment in the infrastructure that is crumbling around us even as the infrastructure is crumbling around us, like the bridge in Baltimore that went down in minutes. Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). Three homes built in Boston to show the potential of passive home construction that are designed with solar panels, heat pumps, wood construction, and modern technology design that minimizes loss of heat in winter and reduces temperature increases in the summer. The cost of the electricity bill for each of these three homes is nearly zero. Passive home construction cost is about 15% more or in this case $1.4 million for homes that would otherwise cost $1.2 million in the Boston area. Stranded assets is likely to become a major issue for automobile companies switching to electric vehicles, power companies switching away from coal, and oil and gas companies that are moving to renewables. Close to $20 trillion such assets now face writedowns, as shown in this report in the WSJ. These are assets that are retired early or assets that can no longer be used because of high carbon emissions and the switch to new technologies. A recent US Congressional session with oil company executives showed the heads of BP, Shell, Exxon, and Chevron, answering questions on how quickly they were preparing for the switch to renewable energy. The COP26 Glasgow conference has created new urgency at companies such as BP and Shell in Europe.

Chevrolet and GMC finish in the top 5 in the J.D. Powers Initial Quality Survey for 2013. Owners reported 97 problems per 100 vehicles in the first 90 days of ownership for Chevrolet, and GMC owners reported 90 problems. The survey incudes problems with new technology such as navigation systems. Ford had 131 problems per 100 vehicles largely because of problems owners have with the new touch screen multimedia systems called MyFord Touch. GMC and Chevrolet use butons and knobs for the MyLink entertainment and navigation systems. By not doing extensive redesign GM moved up in the rankings. Because mechanical quality is about even for Toyota, Honda, Nissan, Ford, GM and VW, the rankings now include new tech systems performance for automobile owners.
