There is also uncertainty about the NAFTA though trade negotiations on NAFTA continue in Quebec. Trump says the negotiations were friendly and moving along until Mr. Trudeau made his own remarks about not being pushed around by its larger neighbor. On some issues there is not even an agreement on facts as president Trump says the U.S. has a trade deficit of $100 billion with Canada, Trudeau says the U.S. has a surplus. Trump says the high cost dairy industry is protected by Canada.

Mary Schapiro, head of the U.S. S.E.C., joins Promontory Financial, a consulting firm set up by former Comptroller of the Currency managers to act as a "bank doctor" for banks that expect to face regulatory scrutiny from government regulatory agencies. FR24 points out that it is not that unusual to see prosecution of French former presidents and prime ministers for campaign financing irregularities or putting political party officials on public payrolls. It shows that this happened to president Chirac, president Sarkozy, and prime minister Fillon. In fact former prime minister Fillon was doing well in the elections after the presidency of Socialist president Hollande. The revelation that he had put his wife on public payroll as parliamentary assistant with little work led to Mr. Macron taking his place as the leading candidate. No jail terms were served for these charges under French law. Here it is important to note that French law limits spending on election campaigns to 22 million euros and Sarkozy exceeded that number. In the US and India there are no such strict limits. So are France's leaders that much worse than the American leaders who spend and collect money lavishly? Or in India where the campaign financing has the result of making it hard to build the infrastructure desperately needed by a young aspiring population. Framers of the Indian constitution including Gandhi and Nehru intent on getting the British out never realized that political parties would look to public funds as ways to finance their campaigns, leaving less for the intended purpose of building roads and bridges making the country a poor place to invest in and entrenching underdevelopment and poverty.  In the US tech companies in Silicon Valley or banks in New York and Silicon Valley, pharmaceutical companies and companies in other sectors, are able to gain monopoly positions or favored regulatory setups for their industries by funding election campaigns for Congress. When this results in egregious behaviour such as the 2009 financial crisis or the current banking crisis this behaviour causes severe damage to ordinary Americans much worse than what Mr Chirac or Sarkozy were prosecuted for.  South Korea has a long history of prosecuting former presidents. Three presidents have been prosecuted so far. One president served as much as five years for a jail term. ...

U.S. gasoline prices at the retail level have come down only marginally with lower Nymex crude prices. The reason is the large difference between world crude oil prices and the prices for Nymex crude. Oil demand is expected to go up by 6.1% in China and 3.6% in India according to the International Energy Agency. J.P. Morgan Chase expects oil demand to grow by 1.2 million barrels a day in 2011. The IEA estimate is for 600,000 barrels a day increase for 2011.

America will not long remember what happened in 2018 or 2024, but it can never forget the loss of literacy and cultural literacy from loss of reading comprehension, among American children, the basic building blocks for democracy or economic progress. This WSJ report by Randazzo and Barnum uses a lower bar for reading proficiency called the Basic. There is a second bar that is the Proficient Level for Reading Proficiency in NAEP test scores which is shown here. The US should strive for NAEP Proficient standard in Reading Comprehension not some Basic standard, to strive for leadership in a world that strives for NAEP Advanced. Only 8% of NAEP Test scores for 4th graders were at Advanced level in the US schools in 2024, only 31% making it to Proficient level standards. NAEP defines Basic as- "This level denotes partial mastery of prerequisite knowledge and skills that are fundamental for performance at the NAEP Proficient level." This is an inadequate standard and only leads to student in 4th grade struggling as readers in 9th grade leading to being not proficient for entry to college or skills programs for work. Dismal reading scores from before pandemic only get worse in 2025. Two thirds of American 4th graders across the 51 states, across urban, rural and suburbs fail to pass PROFICIENT reading levels on NAEP test scores in 2024. Stay at home lockdowns, closure of schools in South Africa and other African countries is harder because of lack of widespread internet, says this report in DW.com from South Africa. South Africa declared a 21 day lockdown on March 27. South Africa does better than the rest of Africa with 53% of the people able to use the internet. The internet access in other African countries is only for about one third of the people. This is actually lower than that in practice. Only 12% of Kenyans have internet in their homes, mostly in Nairobi and large cities, and 70% with internet access have this through their phones.

This provides opportunity to ensure wider use of radio as most homes have radio. There are new ways for teachers to interact with students. Teachers in Kenya hold a lesson on radio and students send in their questions on WhatsApp.

The Europeans led by France and Germany demand stricter regulation and a financial regulatory system that oversees the entire financial system, and oversees all the larger countries. The US in contrast wants to see a lighter regulatory system, and lighter regulation of parts of the financial system like hedge funds. For the USA where the crisis originated, the emphasis is on larger stimulus spending. For the Europeans which have a larger safety net that they would like to see considered as part of their stimulus- and their social arrangement such as reduced hours in Germany to avoid layoffs, and the presence of a large public sector in France that is about 52% of GDP- the situation as they see it does not require breaking the EU's committment to control large deficits. The cultural and historical roots are also different. Germany was hit by hyperinflation in the period between the two wars, and there is thought there that this helped the rise of demagogic leaders and the collapse of democracy there. At that time the issue was war reparations that Germany found difficult to absorb in an economy devastated by the first war, which strained German finances. France and Germany also have no foreclosure crisis, and car sales and consumer spending are not in the deep decline that is seen in the USA. In fact car sales have increased in the two countries with the refunds for scrapping old vehicles, with no such plan in place in the USA. Making there is a credible position on the European side. Germany does see itself hit by the collapse in international trade. Germany and France face the prospect of helping their banking systems deal with the large bad loan situation facing them in Eastern Europe. At the same time Germany and France want to save some firepower for coming to the aid of key parts of the European community like Spain, Greece, and Ireland, which are facing a worsening crisis. In short both sides have credible positions, and some form of accomodation as events unfold may be a better desired outcome than some unified outcome. And little has been said of the position of the other countries in the G20, the emerging countries like Brazil, India, China, Russia, Indonesia, Argentina and others, and the position of the World Bank speaking for the poorest countries. These countries may favor stronger stimulus, and would favor the stricter regulation and supervision of global financial systems favored by the Europeans. This is because they may rightly feel that the messups in the global financial system have stolen their chance, at just the point where they were turning the corner in their efforts at bringing better standards of living to their peoples....

Supermarkets are slow in the US to ban plastic bags showing need for prudent regulation. Talks in Busan, South Korea, in Nov 2024 to find a solution to the plastics proliferation crisis. The plastics industry including plastics makers and recycling companies say things are under control with recycling goals, yet reports show only 30% of plastics is being recycled each year in 2024, and going back to the beginning of plastics 2 decades back only about 10% has been recycled. All the rest ends up on landfills, gets incinerated causing more pollution, or ends up on our coastlines and in the land contaminating it.

I took a picture of the stadium and the passionate soccer fans on a major television station on German television just yesterday. It is in North Rhine Westphalia, and like other German teams in the Bundesliga has a whole soccer fan culture behind its stadium, the city and its surrounding areas, that one can only find in Germany. Entire families different generations grow up attending and cheering for their team.

GM CEO Wagoner was asked to resign by the Obama admninistration. The news was given Wagoner by Steven Rattner, who heads the auto industry task force setup by President Obama, at Rattner's office at Treasury. Mr Henderson, GM's Chief Operating Officer will fill in for Wagoner. When Wagoner assumed office in 2000 GM's stock price was $70, now it is $3.62, and GM capitalization is $2.21 billion in March 2009. Since 2004 GM has not earned aprofit, and has logged $82 billion in losses. Right upto the end the board of directors and lead directors backed Wagoner, even when the company was short of cash in the waning days of the Bush administration, and public opinion was very critical of the way management and unions had driven the company into the ground, all through this they held on, showing how hard it is to get an entrenched board and management doing things the wrong way. Now the Obama administration has taken years of festering issues in the auto industry and at auto companies head on. Not only Wagoner, the task force is working with GM to replace a majority of its directors. Kent Kresa a longtime director is to serve as chairman of GM. The President in a speech today on the auto industry said that he was rejecting the plans for restructuring provided by both GM and Chrysler. He is giving GM 60 days to come up with a new plan. The government would provide suffficient working capital for the next 60 days, during which time a revamped board and top management would have to come up with new restructuring plan. Obama made it clear that an expedited government sponsored bankruptcy was a clear option. And officials said that the inordinate amounts of debt at both GM and Chrysler have to be scrubbed, and bankruptcy would be "quick rinse" to rid the companies of much of their debt and contractual obligations. And the government would stand behind the warranties of both companies. For Chrysler the government is giving 30 daysto come up with a new plan, and time to reach an agreement for Fiat to work to revive Chrysler. And Obama reassured the public that FIat would have to repay the government before it could take money from the new Fiat run Chrysler out of the country. If Fiat and Chrysler reach an agreement and only then would the government step in with $6 billion in loans. If not Chrysler would be allowed to collapse....

US naval blockade of Iran in Arabian Sea starts April 13 2026. US destroyed Iran's larger ships 158 of them, yet Iran also has a fleet of smaller attack boats which it plans to use in Hormuz. These are harder to detect and can be hidden in coves along the Iranian coast and used against ships. The US with its naval blockade is now prepared to do what it has done also in Venezuela, stop and interdict fast drug boats on the Venezuelan side in the Atlantic ocean. By blockading Venezuela in the ocean US is using its strengths, and stopping drug boats its ability to pinpoint traffic on the ocean. Similar capabilities are well suited to Arabian Sea and Red Sea on the open oceans and away from narrow Hormuz playing to US strengths and capabilities. Aircraft carriers and destroyers and the US Air Force is in a position to do what it does best control open seas like the British did in their heyday of the Royal Navy for most of 1750-1920. This avoids options of Hormuz itself with its narrow 15 mile gap of water between Oman and Iran too close to mountainous terrain on either side, and of the Kharg Island option which would require special forces to be backed up with more ground forces. This is the most viable option and the interlude of couple of weeks has given the president an opportunity to make a better choice for positioning the US forces where the US has its strongest points. What is lacking is the individual powers of Britain and France whose leaders Starmer and Macron have popularity below 20%. Yet the US is better off making good choices and not having these nations alongside. The posturing by European nations is limited to France and UK, as Germany and Italy are in sync with the US position. Much of the media operates as if the goal of preventing the spread of nuclear weapons to the Middle East is not important for long term peace for nations such as China and India with about 3 billion people and the billions of people of Asia, Latin America and Africa. For the first time in 400 years since 1600 as Asian civilizations began a long decline China and India have emerged in 2000-2030 into the kind of modern economies and societies that exist in Europe and the US. The last thing they need is the risk of destroying the Modern World with nuclear proliferation when it took centuries to get to the right opportunity after 1950 to modernize China and India. Xi's and Modi's generation are the first to experience modernization in Asia after Japan's experience. ...

Starmer relied too much on the work and influence of his chief of staff, a young person who resigned and whose influence of removing key Labour working class representatives split the Labour party from its roots in working class neighborhoods. Previous leaders of Labour were ostracized and the party won the general election in 2024, but was much weaker than appeared. He is seen as lacking the vision of his own for Britain for the next decade to 2040. Andy Burnham is popular in the North of England, and has called for more power to go to local government across Britain from the London centric view of the last 4 decades. His redesign of the bus and transport system, the Bee network in the Manchester area is popular, after the sometimes failed  performance of privatization of water, transport and other infrastructure by the Conservative party governments. He has experience in running a large Metropolitan Area for three terms, as MP in a Parliament, and Cabinet experience as Chief Secretary of the Treasury, Health Secretary under Gordon Brown. He is one of the rare persons in British politics who has experience in all areas of government, including Shadow Home Secretary, that would make him a rare leader that Britain can use to build a better future for the people of Britain. With the experience in Greater Manchester giving him a headstart in the work of reviving Britain, something similar to the experience Narendra Modi gained in Gujarat state of India for three terms to lead India in 2014.  ...
