The issue of virtue signaling has come up at the BBC as it goes through a period of change under new rules. Rule Britannia! and "Land of Hope and Glory" are now reinstated in television programming. Prime minister Boris Johnson says "it is crazy for us to go around trying to censor it." Saying that "people love our history and our traditions with all its imperfections. It is absolutely absurd."

Land of Hope and Glory is written by Edward Elgar, has the lines -

"By freedom gained, by truth maintained/ Thine Empire shall be strong."

Earlier decisions have come under strong criticism in Britain.

In commenting on Rishi Sunak, a former hedge fund manager's sudden rise from anonymity three years ago when Boris Johnson became prime minister to leadership of the Tory party and prime minister, The Hindu cautions that it is of limited symbolic value, this kind of connection between India and the UK. The Tories are a house divided against itself, with many factions. Truss was brought down by Gove and others on the backbench who were not included in the government. Other Conservatives on the backbenches today, and Johnson, Jacob Rees Mogg, represent factions that are not represented in this government as was evident in questioning by Opposition leader Starmer in QA in the House of Commons. Other problems remain also evident in Starmer's questioning for Labour in parliament, including questioning about non domicile status in the family for tax purposes. Privileged Tories with connections to free markets such as Jacob Rees Mogg or Sunak without an awareness of the pain of ordinary working families, are not what a country with a cost of living crisis sees as leaders who can point to the way forward for Britain. As The Hindu points out he faces the same difficulty that Johnson with his style and personality was able to sidestep, that Truss naively tackled with quick unraveling of tax cuts for the upper incomes, and which Sunak with his experience with financial hedge funds may appear to have grasped but find escaping his grasp. This is the difficulty of matching traditional Tory policy of tax cuts and austerity, at a time when all major countries of Europe and the US are providing significant cost of living assistance to working families. Even small bits of austerity policy, or lack of conviction to help working families may now be seen by the Opposition, Labour, and even within some part of the Tory party and the vast majority of working families as oppressive.  Starmer is keen to remind working people of where Sunak stands as he did with the question in parliament Q&A about the comments made by Sunak at a small gathering that he had transferred money from poor districts to more affluent Tory districts. Would Sunak correct these erroneous funding formulas, Starmer asked. The Hindu also mentions Suella Braverman's appointment as Home Secretary only weeks after her resignation. It was poor judgement shown by Johnson in an appointment that cost him Tory support a few weeks before his resignation. Starmer brought this up from the beginning of parliament Q&A- asking whether a deal was made for her appointment to get far right wing Tory support from Braverman's faction in the party. For India and the Indian people there are so many genuine connections with Britain and the British people, some set when Mohandas Gandhi won the hearts of English working families during his visit for negotiations with the British that are are a better basis  and that will be remembered forever in the hearts and minds of the British people. ...

The expected EU turnout in 2024 is at a high of 68 percent. Over the years since its formation the early enthusiasm and vision was replaced by dry directives issued by bureaucrats in Brussels leading to lethargy. 1979's 62 percent voter turnout contrasts with 2014's 48% voter turnout. Another reason for the sense of EU coming back to life comes from my visit to Germany, where after decades of disinvestment in infrastructure the rail station in Frankfurt is being rebuilt and new infrastructure is being built all over the city. Posters all over Frankfurt for EU parliament elections show a new spirit for Respect for workers, working families, and a sense that the FDP, SPD, CDU and Greens can take the decisions to give new vigor to the German democratic process.    ...

Natalie Fleet, running for Labour for parliament, is a working class parent and a product of the UK Midlands region, a region around Coventry, Birmingham and Nottingham that was dotted with coal producing mines and industrial towns in the era before World War II. For most of the century till 2019 Labour held the parlamentary seats in this region and in the north of England around Sheffield. It was the loss of these seats that brought first Cameron and then Boris Johnson Tories to power, and where the immigration issue resonated for Nigel Farage's UK Reform movement that led to Britain having a referendum and leaving the European Union.  Today locals think it was all a big mistake, most Britons want to rejoin the EU, and they back Starmer's Labour party by huge margins after Jeremy Corbyn left the leadership position at Labour. Money that was allocated for reviving the town was never spent and the years passed with little change. This report in The Times gives an extraordinary look at the man who is prime minister Boris Johnson's key adviser, as chief executive, to get Brexit done or take Britain into a general election. Dominic Cummings, 47 years, was the key strategist for Leave in the first Brexit referendum. He is somewhat of an individual who breaks all conventions and relishes the prospect of doing so. The Times says he has thrown bombs at the establishment including Blair and Cameron for 20 years. He has contempt for the Cabinet Office, Downing Street, the Treasury, and in his view the officials have a misplaced confidence and are not competent. Mr. Cummings is played by Cumberbatch in British Television Channel 4's Brexit: The Uncivil War, which is how Britons know him. In his view one needs to dismantle the existing physical infrastructure of government as a reform priority, says The Times. He has his own reasons having had his confrontations with British ministry officials who repeatedly and often incorrectly cited EU regulations as obstruction for much of what Dominic Cummings wanted to do as Adviser to Michael Gove in the Education ministry. His early beginnings at University mentored by a professor who was a serious opponent of Britain joining the European Union also influenced Cummings.  ...

The rulings in Britain for "duty of care" protect a customer or worker from harm. The rule "to love your neighbor becomes in law "you must not injure your neighbor." This is the new idea that the British government is moving forward so that the internet as public space is protected for all who use it. It does not state how many fire extinguishers are to be installed in a public building. Britain's Health and Safety Act simply requires the owners to do all that is needed to protect the users and occupants from harm. Since 1945 this is the foundation for heath and safety laws in the U.S. and in the UK.  This is the principle that 2 researchers Mr. Perrin and Ms. Woods have come up to tackle the protection of the internet as public a space. Perrin is a civil servant and founder of Ofcom, the UK's version of the U.S. Federal Communications Commission regulator. Woods is a professor of internet law at Essex University. It is now part of the legislation proposed by Boris Johnson's government in The Queen's Speech outlining government priorities. A new regulator would have the power to require companies to protect users of public spaces (the internet) from online harms such as pornography, extreme content, cyber bullying. The 2017 suicide death of Molly Russell a British teenager made this a priority for the government. The French government is also proposing rules based on this principle. ...

Elections to France's 13 regional councils is showing weak support for president Macron's En Marche party that was newly created by Macron. Macron's party won less than 10% of the vote in the regional elections. The Republicans, former president Sarkozy's party were written off after Macron's win. Instead the Republicans who are conservatives and represent the Gaullist tradition have revived under Sarkozy's health minister Xavier Bertrand. Mr. Bertrand now remains the main candidate with Macron for the French presidential election in 2022. Terrorist attacks, the sense of a lack of law and order, and the pandemic, have revived the conservatives in France. Brexit nationalism, the failure of the socialist Labor party and a shift of laborites in the north of England to the conservatives under Boris Johnson led to a Johnson win in British elections. A similar situation is unfolding in France. Xavier has served under presidents Chirac and Sarkozy, both in the Gaullist tradition. He was Sarkozy's spokesperson in 2007 and helped run Sarkozy's election campaign. He was Health Minister from 2010 to 2012. ...

With withdrawal of AC Milan, Inter Milan, Athletico Madrid and 6 Premier League Clubs, one of the originators of the plan for a Super League of soccer teams, Mr. Agnelli, thinks the plan cannot proceed. There is strong opposition from the Tory government in Britain to the plan, and soccer fans are critical of it.  Agnelli had clearly not thought of the fans response as the plans he had for a Super League remained a business concept and missed the fans who are what makes soccer what it is- a global sport with enormous enthusiasm of the people. AC Milan and Inter Milan in withdrawing cited fans and said we have to be sensitive to fan sentiment. Athletico Madrid referred to coach Simeone of Argentina, who said there had to be harmony between the fans and the club. Simeone said he backed fans saying "sporting merit has to be above any other criteria." The strongest response had come from Boris Johnson in Britain who within hours of learning about fan and public sentiment said there was no way this was going to happen. During this pandemic the sport of soccer has kept up a positive feeling for billions of people around the world who watch the sport on television. Why some of the best clubs failed to grasp the fan sentiment is hard to understand. ...

The Times, Britain's leading newspaper, looks at the prospects of trade deals with each country- the U.S., Australia, New Zealand, Japan. Facing re-election Mr. Trump is seen as favorably inclined to work out a trade deal that he can show during the campaign. Trade discussions have taken place between the UK and Australia, Japan. Mr. Morrison in Australia and Mr. Shinzo Abe want to see strong trading ties and investment with Britain. Japan or Australia could be the first countries that work out a trade deal with Britain as discussions are at an advanced stage.  Britain has a small deficit with Japan in trade. It has a small dollar surplus in trade with the Australia and New Zealand. With the U.S Britain has a large surplus, it exports 121 billion pounds and imports 76 billion pounds. The prospects of trade deals are enhanced by the similarity in outlook of the governments of the U.S., Australia, and Japan, which share views on jobs expansion, economic growth and are centre right in economic philosophy. They also share a strong connection with working class voters under Johnson,Trump and Morrison. Mr. Trump is seen as a strong deal maker so that any deal would involve some concessions from Britain that increase U.S exports, including farm exports. Difficult issues with the U.S. are -pharmaceutical drug imports that could increase Britain's NHS cost for drugs, the digital services tax from Britain on U.S.  companies such as Google and the Trump retaliatory threat to impose tariffs beyond the current 2.5% on car imports of $11 billion from Britain. On agricultural imports Britain's natural foods preference conflicts with imports of genetically modified (GMO) foods from the U.S. Experts say this could lead to a partial or Phase 1 deal that does not need approval from the U.S. Congress, similar to the Phase 1 trade deal with China which sidestepped the thorny issues on trade. This is something both sides can show their support base as a win. ...

Cygnus is the rehearsal for a full blown pandemic that the British government conducted in 2016. After preparations accelerated following the SARS crisis in 2009 and the H1N1 pandemic in 2015, the British government accelerated its preparations for H2N2 the next pandemic. The exercize took place in October 2016 for 3 days, for a worst case scenario flu pandemic affecting 50% of the population and causing 400,000 extra deaths. For 3 days people were told to imagine being in the 7th week of the pandemic, facing peaks in demand for health and hospital care. Cobra meetings were to be held. This report in the Guardian gives details on the Cygnus exercize. It showed a lack of UK readiness.  By July 2016 prime minister Cameron was replaced by Theresa May in the Conservative Party and a full blown crisis emerged for Brexit. Britain lost interest in Cygnus or the pandemic prevention effort as Brexit consumed Britain's energies. Soon it was forgotten by the time Boris Johnson became prime minister and won the Brexit election. This shows how even a sincere effort and preparation over years of planning can result in nothing. His grandfather worked at a Singer sewing machine factory in Clydesbank, and his father worked as an accountant. He studied for a Masters degree in Arts at Glasgow University and entered politics as a parliamentary assistant to Alex Salmond and Nicola Sturgeon during the early days of the SNP. He held several ministerial positions before becoming First Minister. He is a Sturgeon loyalist who defeated challenger Elizabeth Forbes 52% to 48% in a close election for leadership of the SNP party.  His election is seen as a transitional period in the same way as Rishi Sunak's winning the leadership of the Conservative party after Boris Johnson like Nicola Sturgeon lost support. This is because of divisions within the SNP and in the Conservative party, and the rising popularity of Labour during a cost of living crisis after the ravages of the pandemic had affected working families in many ways. Both are from Punjab province of the British and the two provinces of Punjab in independent India and Pakistan. In fact the election of Humza as SNP leader and First Minister, the defeat of Elizabeth Forbes, provides Labour with an opportunity to win as many as 20 seats in Scotland for Keir Starmer of Labour to make it to No. 10 Downing Street, according to reports in The Times. ...

This report in The Times shows that from April to October the Tory red wall seats in the north of England have been hit hard by the coronavirus, much harder than the south of England. The infection rates in October are about three or four times in the north of England. The second lockdown came earlier in the north, in Liverpool Greater Manchester and Yorkshire. The result is that instead of levelling up the great disparities in wealth and income that are seen between the south, London and the north of England the gap is widening under the impact of coronavirus. Deindustrialization in the north after their prominent role in Britain's industrial revolution was followed by the same type of decline seen in parts of the American midwestern states. Imports from China and globalization, hit these areas in a sort of second wave, just as America was hit first by the wave of Japanese imports, followed by an even bigger wave of imports from China and complete loss of manufacturing. With it the loss of well paying jobs for workers in manufacturing and the decline of industrial cities. Influx of cheap labor from other parts of the European Union also affected the north. The result is that the popularity of Boris Johnson and the Conservatives with 58% approval rating in April in the north of England is replaced by a rating of about 31% in October 2020. The 40 Tory MP's in the Northern Research Group expressed their serious concern to the prime minister. ...

Rishi Sunak, Britain's finance minister, defends the increase in the corporate tax rate to 25%, saying the increased receipts from corporate tax in recent years were because of cyclical recovery of corporate profits which took a hit in the financial crisis. He says that the cuts in the rate by George Osborne, former Tory finance minister, have not led to increased business investment. Osborne cut taxes to 20% from 29%, lowest in G20 countries and Hammond who succeeded Osborne as finance minister cut the rate to 19%. At 25% the corporate tax will still be the lowest in the G7 countries. France, Japan and Germany have corporate tax rate of 30-31%. Higher taxes would help finance needs for government investment in infrastructure and health services, public services, and tackle the financial situation arising out of the pandemic support. The last time taxes were raised was in 1973. This also shows that the UK and the rest of the world is looking at the mixed results shown from cutting taxes. Business investment has not resulted from the business tax cuts in the way that would support creating job growth, some of the investment only supporting automation. The investment in infrastructure is lacking from the business sector leading to the need for government to use taxes for renewal in updating infrastructure. The rise of China with new infrastructure has only shown the problems with simply cutting taxes in the hope that job growth, economic growth, infrastructure growth would happen as hoped. This is why the Tories under Boris Johnson are trying a new approach to get the job done. ...

German chancellor Merkel and foreign minister Steinmier visit Ethiopia and Nigeria to stem the flow of refugees from economic crisis at the source with aid and support, as Germany works on its own efforts. France's Hollande tells Putin a visit to France would have only Syria as topic for discussions and calls for Syria to be brought up as war crimes. Even the Telegraph's title is misleading as the article covers the debate in the House on Commons on Syria, but the title appeals to Telegraph readers critical of Corbyn when the debate is about Syria and what action to take about the bombings.   ...

An obscure parliamentary precedent was used by Speaker Bercrow to end Theresa May's strategy of repeated votes in Britain's parliament to browbeat reluctant Brexiters to vote for her negotiated settlement with the European Union. The precedent was set as far back as 1604 and was designed to protect the powers of parliament in the face of a Scottish royal assuming the role of sovereign of Britain. Repeated votes on the same proposals are not allowed if the intention is to find ways to get reluctant members of parliament to vote in favor, essentially by bullying them into this. This is also why Brexiter MP's have hailed the Speaker's decision in their opposition to Theresa May. Britain's constitution is based not on a single document like the U.S. Constitution. It is based on a a collective set of laws and precedents. A parliamentary rule book published by Thomas Erskine in 1844 sets out these rules in 1097 pages, available for 439 pounds in parliament's bookshop. It has gone through 24 editions. Speaker Bercrow says of the rule he was referring to as a statement on page 397 of the 24th edition.  There is not much time, just 10 days, for prime minister Theresa May to end the current parliamentary session and call a new one to nullify Speaker Bercrow's decision. This would also further antagonize the 40 Brexiter MP's led by Mr. Jacob Rees-Mogg and Boris Johnson in May's own party, making it impossible for parliament to agree on a course of action. ...

Britain's prime minister Theresa May finally spells out some of the costs to Britain's economy in following Brexit and leaving the European Union. The EU's Barnier made it clear that Britain would not be able to choose what it wants out of the negotiations. As May put is "there will be consequences for our market access."  So far May preferred ambiguity so that she could reconcile the conflicting factions in her Conservative party. The Labor Party in the Opposition and the EU have called for clarity on the issue of Northern Ireland, with the EU saying Northern Ireland would remain part of the EU customs union, and the Labor Party's Corbyn saying the fragile Ireland peace accords must be preserved and Ireland should have an open border. May did not clarify on the Irish issue. However her new remarks clarified that much of what exists today in cooperation inside the EU would be preserved to minimize negative consequences of Brexit, and Britain would also continue to be affected by the decisions of the European Court of Justice. Barnier says he welcomes May's explicit recognition for the first time of the tradeoffs involved in doing Brexit, something the pro-Brexit faction within the Conservative Party under Boris Johnson has tried to ignore. Experts including Bank of England governor Mark Carney have stated that Brexit will leave Britain's economy poorer.   ...

Who should lead the Conservative Party in 2016 till the next elections in 2020? The Economist magazine says strong negotiating skills and stamina are needed, and on this point it says Theresa May, Home Secretary, does better than former Energy minister, Andrea Leadsom, who has not done such tough negotiating and is not so well known as May. May had the support of 199 members of parliament to 84 for Leadsom, whose experience is less and was junior Treasury minister in prior position compared to May's 6 years in the position of Home Secretary handling immigration issues. Being an ardent Brexiter Leadsom has an advantage with Brexit supporters, though May handled her Brexit Remain position in a low key way and can appeal to both sides of the Conservative party. The result will come from a postal ballot to 150,000 members of the Conservative Party.

WSJ analysis of NatCen data from whatukthinks.org show much has changed since the last general election in Britain. Boris Johnson's popularity is at a negative 20% and Theresa May's at negative 35% in July 2019. By the time of the general election May's popularity was at negative 1%.  Another major change is that the popularity of Leave has dropped.  By July 2019 the situation is reversed Remain now has 52% support and Leave is at 48% support. During the referendum it was just the reverse.  Also significant is that some of the claims of Leave's Mr. Cummings that were used in the campaign such as $436 million going to the EU in Brussels that would be diverted to National Health Service are now not credible. The migration issue has also become less important as migration into the EU is now down to a trickle and Germany has reversed its policies to trying to keep migrants at home in Africa through aid and other means. The migration issue was played up in the campaign. Germany was seen as pursuing the austerity policies that hurt the working class as these policies made headlines daily for Greece and other countries during the period of Britain's referendum. In 2019 Germany is taking a less active role in the European Union and the leader of the CDU Kamprauer has openly called for Britain to remain in the EU alongside other Germans from all walks of life. In short the mood is now different in Europe as there is disillusionment with leaders from the far right or the far left and the centrists on the right (Merkel)and the left (Blair) who had used politics to stay in power instead of tackling the tough problems of wages, middle class decline, infrastructure and family friendly policies. The Irish backstop is now in the picture when Brexit comes up as Mr. Johnson wants to drop it. The Irish backstop is the term for the agreement reached with the EU so that Ireland's return to peace with open borders ending Catholic vs Protestant conflict would not be disturbed by Britain's leaving the EU. This could also swing voters who are undecided to maintain what has been achieved so far. The Labour party leaders who were fed up with the austerity policies of the European Union driven by Ms. Merkel and the CDU now have a situation where the issue of Brexit can be seen not in terms of the past- austerity, dependence on Brussels for Britain's economic future and working class decline. Other issues such as unity of the UK, the end to austerity policies in the EU and in the U,S. with the Trump economic policy of dropping deficit targets in budgetary outlays, also signal a different climate for the Labour party in which to campaign for remaining within the EU and continue Britain's policy of working to improve conditions for the working class and middle class after the Blair/Clinton/Merkel years.    ...

Wasn't immigration from Europe  one of the main reasons for pushing for Brexit by Brexiteers? UK left the European Union on Jan 31, 2020. So how has this changed since Brexit asks The Times of London? It may come as a surprise to know that Poles and Romanians who came to the UK before Brexit to fill low skilled jobs are are now replaced by high skilled Indians, Pakistanis, Nigerians, data from the Department of Works and Pensions suggests, and cited by The Times. And the numbers are large far exceeding by a factor of 3 the numbers before Brexit. Official data this week says The Times shows net migration hit 700,000 last year 2022 compared to 223,000 at the time of the Brexit vote. Three reasons are given. The first is that there is a surge in foreign students whose lucrative fees support British universities. Second one off schemes enabled hundreds of thousands of Ukrainians and Hong Kong Chinese to come to the UK. And the third the biggest reason is that the post Brexit regime issued 800,000 visas in its first year. This means that instead of less well off Europeans, more affluent Chinese, Ukrainian refugees, and better educated Indians and Pakistanis made their way to the UK. In any case a high rate of immigration took place, and one set of Eastern Europeans Ukrainians replaced another set from Poland and Romania. Brexit was essentially a serious distraction for Britain leading to three Tory governments. Had Cameron been honest and not used Brexit as a ploy to generate support the Tories could well have been replaced in a tight election after the austerity period. Instead Britain had four prime ministers and constant upheaval Cameron replaced by Theresa May, Boris Johnson, Liz Truss, Rishi Sunak. Ending up with the Tories and Britain in not a good place in where it matters- the economy, growth, health, education, and cost of living. Britain must now look to Labour for reviving the lives of workers and families, reviving the economy, fighting climate change, creating hope for the future. ...

The German approach to soccer with fans running the sport is seen with envy in Britain, Italy and Spain, now that the Super League plan to split off the richer well known teams into a Super League has failed miserably. It did not last 48 hours before the organizers, a Liverpool billionaire and others apologized. Fans were angry that the clubs built into their local communities in London, Manchester and other British cities were being taken away from them. Noteworthy is that German teams and French teams at the top of world soccer never joined in the Super League plan. In fact Borussia Dortmund made a vigorous protest. Bayern Munich stayed out, so did Paris St Germain. Klopp and Guardiola were the first to protest. In this report Uli Hesse of The Guardian tells us why German clubs are rooted in their communities. German clubs started as amateur clubs run by volunteers and remained that way till some professionalism was brought in by 1963. The communities and fans are very much a part of German clubs, which are not seen as part of the larger entertainment industry as in the US and Britain. The clubs are still run as part of the communities and fans in the local area. There are some Austrian entrepreneurs, but owned by locals and fans, and nothing like what is happening in the British or American approach to soccer. Most of the clubs were set up in Germany to support multiple sports in their communities. So that track and field was part of Dortmund, and chess was part of Bayern Munich Club sports. After the disaster with the fans British prime minister Boris Johnson has called for a review, and this includes bringing back the original spirit of the sport as community based and owned by fans or the local community, not business interests and billionaires from outside. ...
